PRESS RELEASE : Increasing Estonian investment will be a significant contribution to strengthening Ukraine’s resilience – Head of State

The press release issued by the President of Ukraine on 22 February 2022.

During the talks in Kyiv, President of Ukraine Volodymyr Zelenskyy and President of the Republic of Estonia Alar Karis discussed further steps to intensify bilateral cooperation, especially in the trade, economic and investment spheres.

“We agreed that the contribution to strengthening the stability of Ukraine will be an increase in Estonian business, Estonian investment in Ukraine. Interest in the increase is mutual. Therefore, I invite Estonian investors to take a more active part in energy, infrastructure projects and IT development in Ukraine,” the President said during a meeting with media representatives following negotiations with the President of Estonia in Kyiv.

Volodymyr Zelenskyy noted that the details of the cooperation should be discussed during the meeting of Alar Karis with Prime Minister of Ukraine Denys Shmyhal.

In addition, during the talks, the presidents focused on expanding cooperation in the digital sphere and attracting Estonian investors to the Ukrainian Fund of Funds, as well as agreed to deepen cooperation on cybersecurity.

According to Volodymyr Zelenskyy, Ukraine and Estonia have many other important and promising areas for deepening cooperation. In particular, today the leaders discussed further cooperation within the Crimea Platform.

Volodymyr Zelenskyy stated that Estonia had expressed support for our humanitarian summit aimed at protecting the rights of Crimeans and de-occupying the Ukrainian Crimean peninsula.

“We paid special attention to the issues of European and Euro-Atlantic integration of Ukraine. We are grateful to Estonia for its strong support for our country’s aspirations to become a member of the European Union and NATO in the future. We hope that this year will be a year of concrete decisions that Ukraine needs,” he said.

The President thanked Alar Karis for the visit to Ukraine at a crucial moment for Ukrainian society and the independence of our state.

“Ukraine and Estonia have all the chances and, most importantly, a clear vision and desire to bring bilateral relations to a qualitatively new level. The current visit of the President is a clear confirmation of that,” Volodymyr Zelenskyy summed up.

PRESS RELEASE : Volodymyr Zelenskyy – By recognizing “independence” of certain districts of the Donetsk and Luhansk regions, Russia is creating a legal basis for further armed aggression against Ukraine

The press release issued by the President of Ukraine on 22 February 2022.

The decision of the Russian Federation to recognize the terrorist groups operating in the temporarily occupied territories of the Donetsk and Luhansk regions is another manifestation of aggression against Ukraine and requires an immediate response from our partners, including the imposition of tough sanctions. This was emphasized by President Volodymyr Zelenskyy during a conversation with media representatives following talks with President of the Republic of Estonia Alar Karis in Kyiv.

“This is a new act of aggression against Ukraine, which requires an immediate and decisive response from international partners and the international community. We believe that this decision of the Russian Federation creates a legal basis for further armed aggression against the state of Ukraine,” Volodymyr Zelenskyy stressed.

The President noted that with such a decision, Russia violates all possible bilateral and multilateral international obligations, the UN Security Council resolution on Ukraine of February 17, 2015.

“We share the common view that Russia’s escalation around Ukraine is an unprecedented challenge for Europe and the world at large. It is in Ukraine today that the future of European security is being decided, of which Ukraine is a part,” the Ukrainian President said.

He called on Europe and the world not to repeat the tragic mistakes made in Georgia in 2008.

“We agreed on the need to immediately impose sanctions for another act of aggression against Ukraine. These sanctions should include a complete halt to Nord Stream 2. In addition, today Ukraine needs more than ever support from partners in terms of defense capability and economic support, economic stability,” said Volodymyr Zelenskyy.

He thanked Alar Karis, who is visiting Ukraine for the first time as President of Estonia, which is especially important “in the context of a critical escalation of the security situation around Ukraine.”

“This is a very important signal for us, for Ukraine, for our society, great support. I am very grateful to you,” the President said.

“We consider your visit as a manifestation of solidarity on the part of Estonia, a reliable friend and partner of Ukraine within the EU and NATO. This is another important confirmation of Estonia’s firm and unwavering support for Ukraine’s sovereignty and territorial integrity,” the President added.

He also thanked Estonia for its decision to transfer certain weapons, including Javelin missiles and a modern military field hospital, which is an important contribution to enhancing Ukraine’s defense capabilities.

Alar Karis, for his part, noted that Estonia remains close to Ukraine and will continue to support our country in all possible ways.

“Russia must stop provocations, stop inciting the conflict, which has been going on for eight years. Moscow must immediately and unconditionally withdraw its troops from Ukraine. We condemn all military and hybrid actions against Ukraine,” he added.

Alar Karis expressed his condolences over casualties in this conflict.

According to the President of Estonia, despite all diplomatic efforts, the concentration of Russian troops around Ukraine continues, including in Belarus.

According to him, Western leaders must protect common values and democracy, among other things, by applying a strong package of sanctions, because the threat to Ukraine is a threat to European security.

He also called for the doors of the European Union and NATO to be open to Ukraine.

  • PRESS RELEASE : Joint Statement by President of Ukraine Volodymyr Zelenskyy and President of the Republic of Estonia Alar Karis

PRESS RELEASE : Joint Statement by President of Ukraine Volodymyr Zelenskyy and President of the Republic of Estonia Alar Karis

The press release issued by the President of Ukraine on 22 February 2022.

The President of Ukraine and the President of the Republic of Estonia having met today in Kyiv stated the following.

The parties strongly condemn the ongoing armed aggression of the Russian Federation against Ukraine, launched in 2014, as well as the aggressive rhetoric, ultimatums and threats of force by the Russian Federation.

The parties firmly reject the provocations and attempts of the Russian Federation to aggravate the already tense security situation.

The parties call on the Russian Federation to choose the path of diplomacy, to take urgent steps to de-escalate and stop the destabilization of the security situation in and around Ukraine, in particular to withdraw its armed forces from the temporarily occupied territories of Ukraine and from the immediate vicinity of the Ukrainian border.

The parties state that Russia’s recognition of the so-called “Donetsk and Luhansk People’s Republics” affirms a conscious unilateral withdrawal from the Minsk agreements and is a clear violation of international law, the territorial integrity of Ukraine and the most serious blow to the political-diplomatic settlement, which Ukraine and its partners are actively working to promote.

The Republic of Estonia reaffirms its unwavering support for Ukraine’s sovereignty and territorial integrity within its internationally recognized borders.

The parties reiterate their commitment to a peaceful and diplomatic solution to the current crisis. They will continue to work towards a Europe united and at peace, of which Ukraine is an intrinsic part. They affirm the fundamental right of every nation to freely choose its security arrangements and reject any attempts to create dividing lines in Europe.

  • PRESS RELEASE : Ukraine qualifies Russia’s latest actions as a violation of the sovereignty and territorial integrity of our state – Volodymyr Zelenskyy

PRESS RELEASE : Ukraine qualifies Russia’s latest actions as a violation of the sovereignty and territorial integrity of our state – Volodymyr Zelenskyy

The press release issued by the President of Ukraine on 22 February 2022.

By its decisions to recognize the “independence” of the occupied districts of the Donetsk and Luhansk regions, Russia is violating the sovereignty and territorial integrity of Ukraine and legalizing its troops in Donbas, which have been there since 2014. This was stated by President Volodymyr Zelenskyy in an address following a meeting of the National Security and Defense Council.

“Ukraine unequivocally qualifies the recent actions of the Russian Federation as a violation of the sovereignty and territorial integrity of our state. All responsibility for the consequences of these decisions rests with Russia’s political leadership,” the President stressed.

In addition, he said, recognizing the “independence” of the occupied districts of the Donetsk and Luhansk regions could mean Russia’s unilateral withdrawal from the Minsk agreements and ignoring decisions within the Normandy Four.

“It undermines peaceful efforts and destroys existing negotiating formats. With today’s and tomorrow’s possible decisions, Russia is legalizing its troops, which have actually been in the occupied areas of Donbas since 2014. A country that has supported the war for eight years cannot support peace, as it claims,” the President of Ukraine said.

Volodymyr Zelenskyy said that he had discussed the situation with French President Emmanuel Macron, German Chancellor Olaf Scholz, US President Joseph Biden, British Prime Minister Boris Johnson and European Council President Charles Michel. A phone conversation with Turkish President Recep Tayyip Erdoğan is also planned.

He noted that today the Ministry of Foreign Affairs of Ukraine had sent a request to the member states of the UN Security Council on the basis of the Budapest Memorandum with a request to hold immediate consultations. A meeting of the UN Security Council and a special meeting of the OSCE were also initiated.

“We insist on the full work of the OSCE SMM to prevent provocations and further escalation,” the President said.

In addition, according to Volodymyr Zelenskyy, an emergency convocation of the Normandy Four summit has been initiated.

“We expect clear and effective steps of support from our partners. It is very important to see now who is our true friend and partner, and who will continue to intimidate the Russian Federation with words,” the Head of State stressed.

The President assured that Ukraine is committed to a political-diplomatic settlement and does not give in to provocations.

“We can clearly distinguish between the provocations and the offensive of the aggressor’s troops. The truth is on our side. And we will never hide the truth from you. As soon as we see a change in the situation, as soon as we see an increase in risks – you will know all this. There is currently no reason for chaotic action. We will do everything to keep it that way,” Volodymyr Zelenskyy said.

The Head of State thanked all the citizens of Ukraine, who once again prove that Ukrainians are a smart and wise nation that keeps a cool head, reacts calmly and prudently despite everything.

“For a long time, we have been ready for everything. But there is no reason for your sleepless night,” the President said.

  • PRESS RELEASE : TUC Call for £15 Minimum Wage

PRESS RELEASE : TUC Call for £15 Minimum Wage

The press release issued by the TUC on 23 August 2022.

The TUC has set out, today, a plan for pay growth underpinned by a £15 minimum wage. As workers struggle to stay afloat, it is clear that higher wages have to be at the heart of the UK’s economic strategy.

We need to transition the economy to high-wage, high-skilled and secure jobs. And shift our economic model away from a reliance on low-paid and insecure work.

As part of our package of measures to deal with the cost of living crisis, the TUC is also calling for the minimum wage to be uprated by at least inflation this October – as opposed to April next year when the uprating was due.

The minimum wage began life in 1999 against a backdrop of opposition from Tories, business groups, and even some economists. But since then, we have proven that the minimum wage is effective. It has delivered pay increases for the lowest paid workers, without causing job losses. There is now a widespread consensus in favour of the minimum wage. This reaches across academic experts and across political divides.

The TUC believes it is time for the minimum wage to take the next step. But if the minimum wage is just £9.50 an hour now, how do we get to £15? Here’s the plan:

    1) Deliver a return to normal pre-crisis wage growth

Workers are living through the longest and harshest wage squeeze in 200 years, but it hasn’t always been like this. Up until the financial crash, wages saw sustained growth in every decade in modern [sic]

This wage stagnation has held the minimum wage back, because the wage floor is explicitly tied to median wages. The government must deliver a return to normal wage growth so workers get proper pay rises for the first time in over a decade.

We need to see sustained pay growth, year on year, so that median wages reach £20 an hour as soon as possible. This will underpin our £15 minimum wage. The government can make wage growth happen by delivering:

    • A macroeconomic approach which boosts demand and creates growth
    • A plan to strengthen and extend collective bargaining across the economy including introducing fair pay agreements to set minimum pay and conditions across whole sectors
    • A life-long learning and skills strategy to fill labour shortages, boost productivity and so workers can update their skills throughout their working life
    • Corporate governance reform to prioritise long-term sustainable growth, rather than short-term focus on shareholder returns
    • Industrial and trade policies to promote good jobs and ensure that businesses compete on a level playing field
    • Making decent jobs a requirement of all government spending and procurement.

    2) Raise the minimum wage target to 75% of median wages

Secondly, the TUC believes government should raise its target for the minimum wage. The current target is 66 per cent of median wages by 2024. The obvious next step is 75 per cent.

Since it was introduced, the minimum wage has increased as a proportion of the median wage. The wage floor was introduced at 47 per cent and is now on its way to 66 per cent by 2024. As unions predicted, the evidence continues to show a positive effect on wages and no job losses.

The government should set its next target at 75 per cent of median wages and make progress towards this. The Low Pay Commission should be responsible for the path based on consultation and negotiation through its social partnership model which brings together unions, and independent experts. This model provides an effective way to make sure we can keep the minimum wage rising over time.

    Conclusions

If our plans are implemented, we will get:

    • A return to normal wage growth getting average wages up to £20 an hour
    • 75% minimum wage target establishing a £15 an hour minimum wage

This must be delivered as soon as possible. A government that is serious about wage growth will be able to get us there. And trade unions will also play a key role in getting wages to these levels more quickly. Workers in unions will see bigger pay rises. And in sectors with good collective bargaining coverage, a £15 floor will be implemented earlier. Fair Pay Agreements should be rolled out, and anti-trade union legislation should be repealed, so workers can win higher pay ahead of the minimum wage. Unions are already fighting for £15 in workplaces up and down the country and its time employers paid up.

PRESS RELEASE : President of Ukraine had a phone conversation with the Prime Minister of Slovakia

The press release issued by the President of Ukraine on 21 February 2022.

President of Ukraine Volodymyr Zelenskyy had a phone conversation with Prime Minister of the Slovak Republic Eduard Heger.

The interlocutors exchanged views on the development of the current security situation around our country and in the east of the country.

Volodymyr Zelenskyy informed Eduard Heger about the aggravation of the situation, in particular the intensification of provocative shelling of Ukrainian positions, settlements, Shchastya checkpoint and the UN humanitarian convoy by illegal armed groups.

“We do not see any signs of de-escalation on the part of Russia. The security situation remains tense, the number of ground troops of the Russian Federation’s Armed Forces in the Ukrainian direction is about 150 thousand people,” the Head of State stressed.

Volodymyr Zelenskyy briefed the Prime Minister on the initiatives of the Ukrainian side to intensify the negotiation process in all available formats with a view to a peaceful settlement.

The parties agreed that the fate of Europe is being decided in Ukraine today. They stressed the need for further political and diplomatic efforts of the international community to prevent the escalation of Russian aggression.

The President of Ukraine and the Prime Minister of Slovakia touched upon the issues of cooperation between the two countries in the security sphere.

The Head of State thanked the Slovak government for the decision to hand over two Bozena 5 demining systems and medical equipment worth 1.7 million euros to Ukraine. Volodymyr Zelenskyy expressed confidence that such assistance will strengthen the capabilities of our state against the background of existing threats.

“It is not words that matter now, but actions. We need concrete support from our partners,” said the President of Ukraine.

Volodymyr Zelenskyy praised Slovakia’s support for Ukraine’s European and Euro-Atlantic aspirations.

“We appreciate Slovakia’s support for our European integration aspirations. I expect Ukraine to receive the status of a candidate country in the foreseeable future,” the President said.

Special attention was paid to energy security during the conversation.

The President thanked the Slovak side for creating additional guaranteed capacities for the transportation of natural gas in the Slovakia – Ukraine direction, noting that this will strengthen the energy security of our country and Europe as a whole.

  • PRESS RELEASE : National Drought Group agrees further steps to manage drought now and in the long term

PRESS RELEASE : National Drought Group agrees further steps to manage drought now and in the long term

The press release issued by the Department for Environment, Food and Rural Affairs on 23 August 2022.

The National Drought Group (NDG), made up of senior decision-makers from the Environment Agency, government, water companies and key representative groups met today (23 August) under the chairmanship of Sir James Bevan, EA Chief Executive. Water Minister Steve Double also joined the meeting.

Members agreed further steps to manage the current drought; to start work now to reduce the risk of drought next year; and to accelerate measures to ensure long-term water security.

    Current situation

Despite the recent scattered rainfall, this has been the driest summer for fifty years, and the driest ever recorded for Southern England. The prolonged hot dry weather has led to exceptionally low river flows and low groundwater levels and a decline in reservoir levels with some well below average for the time of year. We have also seen a very large increase in demand for water and significant environmental impacts, with rivers and ponds drying out and fish and other wildlife dying or in distress.

Large parts of the country are now in drought status: Devon & Cornwall/Isles of Scilly; Solent and South Downs; Thames; Hertfordshire and North London; Kent and South London; East Anglia; Lincolnshire and Northamptonshire; East Midlands; and Yorkshire. The West Midlands has today been announced as the most recent area to move into drought status, meaning ten of the Environment Agency’s 14 areas are now in drought. Other areas classed as being in ‘prolonged dry weather’ include Greater Manchester, Merseyside and Cheshire; Wessex; and the North East. The only area now at ‘normal water resource’ status is Cumbria and Lancashire.

The recent rainfall in some parts of the country is not enough to replenish rivers, groundwater or reservoirs to normal levels. That will require a return to sustained average or above average rainfall over the coming months. Until – and unless – that happens, many areas will remain in drought.

EA Chief Executive Sir James Bevan said:

“Water pressures on wildlife and the environment remain high and despite recent rainfall and the pause in the hot dry weather, we must continue to manage water wisely.

Both for the coming year and, with the impact of climate change, for the coming decade, a complete gear change is needed for how water companies and all water users, from farmers to households, think about how they use water and understand its fundamental value.

This summer should be a wake-up call for how the nation prepares for weather extremes and how we make the very best use of our water resources. Our National Framework for Water Resources sets out clearly what we are doing in the face of a new normal for water and we are determined to drive that forward.”

    Water Minister Steve Double said:

“We know essential water supplies are safe – but more work must be done to ensure that we push forward investment to cut leaks and better prepare for prolonged dry weather for this year, next year and the coming decade.

Water companies need to be putting the needs of their bill payers front and centre of their plans – which means redoubling efforts to cut leakage and protect our natural environment.”

    Prospects and our response

There is no threat to essential water supplies. The water companies have confirmed that they have and will continue to have enough water for all essential household and business needs.

There is however a need to continue to manage water resources carefully over the coming weeks and months to ensure that the needs of the public, farmers and industry, and nature and wildlife are met. All participants agreed that they would continue to work together to do so.

The water companies are responsible for providing water to their customers, ensuring that public water supply is secure, and for maintaining supplies whilst minimising environmental impact. They will:

    • continue to implement their drought plans proactively
    • seek to maintain or where necessary increase water availability
    • reduce water loss by stepping up work to fix leaks
    • help their customers use less water
    • take other measures to ensure there is enough water for essential supplies.

As part of these efforts, six companies (Southern Water, South East Water, Thames Water, Yorkshire Water, South West Water and Welsh Water) have so far implemented or announced hosepipe bans.

The Environment Agency will sustain, and where necessary, step up its work to manage drought and help meet the needs of water users, businesses and the environment, including by:

    • monitoring and predicting river flows and groundwater levels, increasing the number of checks in important locations.
    • managing water users’ abstraction licences to balance the needs of water companies, other abstractors and the natural environment.
    • carrying out irrigation patrols and other compliance checks to ensure abstractors are complying with licence restrictions.
    • responding to incidents caused by low river flows and high temperatures, including fish rescues and wildfires.
    • operating its water transfer schemes to maintain river flows and groundwater levels to support wildlife and facilitate abstraction by water companies for public supply.
    • supporting farmers and growers, including by helping them continue to access water while balancing their needs with that of the public water supply, other abstractors and the environment; and by providing advice and guidance.
    • actively managing river levels and conserving water on the Thames and other rivers for which the EA is the navigation authority on behalf of river users and abstractors.

The public can all do their part to help ensure good water supplies by using water wisely.

    Preparing for 2023

The Group agreed that sufficient rainfall over the autumn and winter would replenish rivers, lakes, groundwaters and reservoirs to normal levels by the spring; but that planning should begin now, on a precautionary basis, on how best to manage any water shortfalls that might arise in 2023 in the event of a dry autumn and/or winter.

It was agreed that the NDG’s Water Supply Sub-Group will meet next month to take this forward and report to the NDG in October on progress. The EA will lead an NDG exercise in December to test plans.

    Ensuring long-term water security

The NDG also reaffirmed the need to ensure long-term national water security in the face of a growing population and climate change. It noted that there is already a plan to do so, the National Framework for Water Resources (NFWR), launched by the Environment Agency in 2020 and agreed with the other regulators, the government and the water companies, which aims to ensure that by 2050:

    • Leakage rates have been cut by 50%.
    • Demand has been reduced to an average of 110 litres per person per day.
    • New sources of supply have been developed, including through the construction of new reservoirs, desalination plants, water recycling and water transfer schemes.
    • All the water companies are working together effectively to predict and supply the water needs of each region of the country, not just the needs of their own area.
    • National resilience to drought has been greatly enhanced, to a standard (1:500) which will allow water companies to maintain supply in all except the most extreme droughts (i.e.those of a severity with only a 0.2% chance of occurring in any given year).

The NDG agreed to intensify work to meet or beat these targets. The NFWR’s Strategic Steering Group will meet in September to identify ways to accelerate progress. A central element will be Ofwat’s 2024 Price Review which will set levels of water investment until 2030.

The NDG will meet again on 19 September to review the latest situation and agree any further necessary measures.

  • PRESS RELEASE : At home early medical abortions made permanent in England and Wales

PRESS RELEASE : At home early medical abortions made permanent in England and Wales

The press release issued by the Department of Health and Social Care on 23 August 2022.

    – National safeguarding guidance to be published by Royal College of Paediatrics and Child Health for under-18s accessing early medical abortions.

    – Additional data on use of remote abortions to be gathered to better understand use of remote abortion services.

Women in England and Wales will be able to permanently access early medical abortions at home from 30 August.

New legislation will allow women to access pills for early medical abortion via a teleconsultation, and for both pills to be taken at home for gestation of up to nine weeks and six days.

The update comes as all independent sector abortion clinics in England have been reapproved ensuring abortion services continue to be available to women across the country. All current approvals are valid until 31 July 2026.

Minister for Public Health, Maggie Throup, said:

“The wellbeing and safety of women requiring access to abortion services is paramount.

With these measures women will have more choice in how and where they access abortion services, while ensuring robust data is collected to ensure their continued safety.”

To ensure the continued safety of children and young people, the Royal College of Paediatrics and Child Health will publish safeguarding guidance for under-18s accessing early medical abortion services.

The guidance, which will be published shortly, reinforces the principles that every young person should have access to early medical abortions in a timely manner and that their holistic and safeguarding needs must be addressed by providers.

To effectively monitor the impact and use of at home early medical abortions, doctors will be required to include information on place of termination, place of consultation as well as whether the consultation was fully remote on abortion notification forms. This data will allow for analysis of trends in abortion provision as well as monitoring pathways for home-use abortions.

Doctors will also be required to certify in “good faith” that the gestation period is below 10 weeks for abortion pills prescribed from home and if one or both pills are taken at a woman’s home.

The amendments to the notification forms and certification requirement are set out in the Abortion (Amendment) Regulations 2022. These changes follow a free vote by Members of Parliament in March 2022.

  • PRESS RELEASE : Government seeks views on reducing livestock methane production

PRESS RELEASE : Government seeks views on reducing livestock methane production

The press release issued by the Department for Environment, Food and Rural Affairs on 23 August 2022.

The UK Government has today launched a UK-wide call for evidence asking agricultural industry, scientists and the wider public for information on the use of new types of animal feed products that can reduce methane emissions from livestock.

Ruminant livestock – cows and sheep – are the leading cause of farm greenhouse gas (GHG) emissions. However, feed products with methane inhibiting properties have shown potential in reducing reduce GHG emissions, especially from housed cattle. These products may include ingredients like methane production inhibitors, seaweeds, essential oils, organic acids, probiotics, and antimicrobials.

The consultation has been launched in agreement with the Devolved Administrations of Northern Ireland, Scotland and Wales. The governments are seeking to find out how farmers and agri-businesses can increase adoption of this technology to support more sustainable protein production. It will consider the current role of feed additives within our farming systems, and the potential barriers that could prevent the introduction of methane suppressing feed products in both the near and long-term future.

In 2019, agriculture accounted for 10% of total UK greenhouse gas (GHG) emissions, with methane accounting for approximately 54% of agricultural emissions. The UK Government has set an ambitious target to achieve net-zero GHG emissions across the whole UK economy by 2050. To meet this target all sectors must reduce their GHG emissions.

Agricultural greenhouse gas emissions have reduced by 16% since 1990 (as of 2020) thanks to innovation and advances in technology, with many farms using more efficient agricultural practices. Government emissions and production statistics suggest that since 1990 we are producing a litre of milk with 21% less GHG emissions. Efficiency gains in dairy farming mean that we are now producing 11% more milk than we were in 2000 with 24% fewer cows.

    Farming Minister, Victoria Prentis said:

“We’ve set out ambitious targets to achieve net-zero greenhouse gas emissions by 2050 and it’s right to consider how we can help farmers produce food sustainably and reduce emissions from agriculture further.

“Well managed livestock can provide various environmental benefits and meat and dairy can both be an important part of a balanced diet. Through this call for evidence we’ll better understand the promising role emerging feed additive technologies for cattle could play and how government can help drive its development.”

Minister for Rural Affairs Lesley Griffiths said:

“We need to develop a resilient and prosperous agriculture sector which reduces its carbon emissions and greenhouse gases through a range of approaches including the possibility of adoption of important technologies. We want to work with our farmers and industry to achieve this and I encourage everyone involved in the industry in Wales to respond to the call for evidence.”

Scotland’s Cabinet Secretary for Rural Affairs and Islands, Mairi Gougeon, said:

“The Scottish Government has ambitious climate change targets and, to meet them, agriculture in Scotland needs to reduce its emissions by 31% from 2019 levels by 2032. Methane is a potent greenhouse gas and therefore methane reducing feed additives have the potential to be a crucial part of the solutions that the agriculture sector needs to deploy towards achieving our climate ambitions.

“That is why I welcome this four nations effort to improve our understanding of the use of this innovative new technology in the sector, which will inform each government’s approach to future policy-making in this area. I would encourage the Scottish farming community to respond to the call for evidence and make their views known.”

Agriculture, Environment and Rural Affairs Minister Edwin Poots MLA said:

“Following my consultation on future agricultural policy for Northern Ireland earlier this year, I announced that the use of feed additives to reduce enteric methane emissions, nitrogen and phosphorus outputs would be progressed by collaborative industry research. This UK wide call for evidence will provide further guidance to guide us along the path to reduced methane emissions from our livestock industry.”

While food choices can have an impact on greenhouse gas emissions, well managed livestock also provide environmental benefits such as supporting biodiversity, protecting the character of the countryside and generating important income for rural communities.

A robust approval process is adopted for these products and takes into consideration the health and welfare of the animals, food safety and implications for human health and the wider environmental impact of these products.

On 27 June 2019, the UK became the first major economy in the world to set a legally binding target to achieve net zero greenhouse gas emissions from across the whole UK economy by 2050. The UK was also amongst the first signatories of the Global Methane Pledge launched at COP26, aiming to reduce global methane emissions by at least 30% by 2030, against 2020 levels.

As part of the effort to achieve our net zero ambitions, the UK Government and the Devolved Governments are considering a wide range of measures to reduce emissions from our agricultural sectors. The use of feed additives and other animal feed with methane suppressing properties have been shown to potentially reduce methane emissions, especially from dairy and beef cattle, and is one such measure being explored.
