    The Russian invasion of Ukraine is a war waged against peaceful people. This was said by First Lady Olena Zelenska in an interview with BBC, answering questions from the host of Sunday with Laura Kuenssberg program.

    “This is not a war with an army, this is a war to intimidate, to use scorched land tactics and to enter empty cities and villages,” the First Lady said.

    Answering the question about what she would say to the residents of Great Britain who really want to help Ukrainians, but are at the same time worried about whether they will be able to pay their bills against the backdrop of rising energy prices and whether they will be able to live on, Olena Zelenska noted: “I understand that the situation is very difficult. I would like to remind you that when prices rise in the world, this is exactly what happens in Ukraine, too. Everything is becoming more expensive here as well. But at the same time, we have people killed in our country. Daily”.

    The President’s wife emphasized that she is trying to convey to the world information about the consequences of Russian aggression in Ukraine, speaking on all possible world media platforms, and thanked Great Britain and its government for consistent support of our country.

    “When we are supported so sincerely and powerfully, we feel that we are not alone,” Olena Zelenska summed up.

    Their Majesties will arrive at Belfast City Airport where they will be met by the Lord Lieutenant for the County Borough of Belfast, the Secretary of State for Northern Ireland and the Chief Executive of Belfast City Airport, before travelling to Hillsborough Castle for a number of engagements.

    The King and Consort will arrive at Hillsborough Castle, where His Majesty will hold a private audience with the Secretary of State for Northern Ireland and will meet with representatives from political parties. Their Majesties will also receive a Message of Condolence from The Speaker of The Northern Ireland Assembly on behalf of the people of Northern Ireland.

    The King and The Queen Consort will attend a reception at Hillsborough Castle, hosted by the Secretary of State, where they will have the opportunity to meet representatives drawn from a diverse range of Northern Ireland life.

    Later in the afternoon, His Majesty The King and Her Majesty The Queen Consort will travel to St Anne’s Cathedral to attend a Service of Reflection for the life of Her Majesty The Queen Elizabeth II. Their Majesties will then undertake a walkabout at Writers’ Square before departure.

    Public information regarding travel to Hillsborough Castle

    • The public is welcome to come to Royal Hillsborough ahead of the ceremony to line the route, members of the public should be in place by 1100. There is no parking for non-residents
    • Special transport is in place from the dedicated Park and Ride facility at the Eikon Centre, Halftown Road, Lisburn There will be no public access to the Castle during this period other than via this Park & Ride service.
    • Further information on the public transport services and shuttle bus times is available on Translink’s Website
    • On arrival at the Eikon Centre, members of the public will pass through a security search, before boarding coaches for Hillsborough Castle. You will be able to access toilets and refreshments at the Eikon Centre before travelling to Royal Hillsborough.
    • Large bags, such as backpacks and rucksacks will not be allowed onto the Park & Ride buses to Royal Hillsborough; you will be asked to return any large bags to your car and will have to undergo the queuing system again.
    • Please be aware that only floral tributes will be allowed to be laid in the dedicated area at Hillsborough Castle. On arrival at the Eikon Centre, all floral tributes will undergo a full security search, and any cellophane wrapping will be removed and disposed of at the Eikon Centre to avoid a fire risk.  Notes will also be removed and preserved by the NIO at Eikon Centre for onward transmission to Buckingham Palace.
    • Other items (such as soft toys) are not allowed to be laid, and will also be removed and stored at the Eikon Centre. Soft toys will be donated by the NIO to local hospitals.
    • On arrival at Hillsborough Castle, the tributes should be handed to an events steward who will lay them in the dedicated area in the Forecourt of Hillsborough Castle.

    Information regarding route between Hillsborough and Belfast St Anne’s

    • His Majesty The King and Her Majesty The Queen Consort will leave Hillsborough Castle at 1420, travelling along Main Street and Lisburn Street to attend the Service of Reflection at St Anne’s Cathedral, which will begin at 1500.
    • They will come into Belfast City Centre along Wellington Place, Donegall Square North, Chichester Street and Victoria Street.
    • The public is very welcome to line the route as His Majesty The King and Her Majesty The Queen Consort travel to the Cathedral. Donegall Street and Writers Square will be closed to the public.

    Public Information regarding the Service of Reflection at St Anne’s

    The service of reflection at St Anne’s Cathedral is by invitation only. A small number of individuals have been invited to observe the proceedings at St Anne’s Cathedral from Writers’ Square. Members of the public will not be admitted to Writers’ Square or to the service of reflection. Access to the service will be strictly by ticket only.

    Q&A

    Where is the Eikon Centre?

    • The Eikon Centre is close to the M1 and only 10 minutes from Royal Hillsborough.
    • Yellow signs will direct you to the Hillsborough Park & Ride. You will be directed as follows, if approaching from:
      • The South (A1): Stay on the A1 past Royal Hillsborough Village and turn left onto Harrys Road
      • The East (M1): Leave the M1 at junction 7 onto the Blaris Road
      • The West (M1): Leave the M1 at junction 9 onto the A3 and turn South on the Halftown Road
      • The North (A26): At the junction with the M1 and A3, turn East onto the the A3 and turn South on the Halftown Road

    How do I get there by public transport?

    • A shuttle bus will run from Lisburn rail station to and from the Eikon Centre
    • Public buses will still run through Royal Hillsborough, but you will not be able to access the Castle other than via the Eikon Centre. You will be able to hand floral tributes to staff to lay on your behalf.

    Why is there a security check?

    • As you are aware, Hillsborough Castle is a secure venue and for this reason it will be necessary for everyone coming on site to undergo a short security check before boarding the buses at the Eikon Centre as well as a further check before entering Hillsborough Castle.
    • All cellophane on floral tributes will be removed during this security check.  No other tributes will be allowed at the Hillsborough Castle site, and guests are requested to refrain from bringing any other objects or tributes.
    • To facilitate a speedy security check, guests are requested not to bring large bags or holdalls.  There will be no storage facility in the Eikon Centre for luggage.

    I am attending the ceremonial events, do I need to travel via the Eikon Centre?

    • Yes. Guests for ceremonial events in Royal Hillsborough and Belfast also be asked to travel to the Eikon Centre.
    • Guests will be handled separately to members of the public seeking to lay floral tributes. You should have received information about travel from the Northern Ireland Office alongside notification of your attendance at the event(s).

    I live in Hillsborough, do I need to travel to Eikon?

    • Local residents and business owners within Royal Hillsborough Village should receive a leaflet from Lisburn and Castlereagh City Council regarding the special arrangements in operation during the national period of mourning. If you have not received this, please contact the Community Assistance Centre on 028 9244 7999 for further information and support.

    I just want to lay flowers, do I really need to go to Eikon?

    • Hillsborough Castle is only accessible to the general public (aside from local residents and business owners) during the national period of mourning via the Park & Ride facility at the Eikon Centre.
    • Flowers may be handed to staff outside Hillsborough Castle; any other material (such as wrappings and other tributes) will be removed and the flowers will be laid in the dedicated area.

    The role of the London Assembly is to hold the Mayor of London and Mayoral advisers to account by publicly examining policies and programmes on behalf of Londoners.

    With multi-billion-pound budgets and programmes covering many essential services, the work of the GLA and its functional bodies is vast and complex.

    Local authorities are required to produce and maintain a forward plan of key decisions. TfL also does this.

    The Assembly calls on the Mayor to exceed statutory requirements and do the same in the aid of transparency, effective scrutiny and the best use of resources.

    Siân Berry AM, who proposed the motion said:

    “Too often the Mayor’s decisions come without warning and it is not right that we are unable to carry out our duty to scrutinise the Mayor’s work until it is too late to make changes.

    “All London councils publish forward plans as a statutory requirement, so it does not make sense that the Mayor of London, who oversees a multi-billion pound budget, will not offer us the same transparency.

    “The Mayor needs to be open and clear with Londoners about decisions that will directly affect their lives and the Assembly is right to ask for this information. I hope the Mayor will agree and routinely publish a forward plan of his decisions and consultations in future.”

    Caroline Pidgeon MBE AM, who seconded the motion said:

    “No one likes surprises but all too often, announcements and decisions from the Mayor come out of the blue. As the body which is democratically elected to scrutinise those decisions, we are simply asking for no more surprises.

    “If councils in the capital can publish forward plans to enable Londoners to transparently see what decisions are expected and when, surely the Mayor of London can do the same.”

    This Assembly exists to hold the Mayor and Mayoral advisers to account by publicly examining policies and programmes on behalf of Londoners.

    With multi-billion-pound budgets, and programmes covering many of London’s essential services, the workstreams of the GLA and its five functional bodies are vast and complex.

    This Assembly notes that under Part III additional requirements in respect of key decisions and public meetings of The Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000, local authorities are required to produce and maintain a public forward plan of key decisions.

    This Assembly also notes that the Transport for London (TfL) Board and its Committees and Panels also produce forward plans. Forward plans list upcoming decisions and consultations, to aid transparency, effective scrutiny and best use of resources.

    We call on the Mayor to exceed the statutory requirements of his office and publish a similar forward plan.

    Sadiq announces new service Energy Advice London, in partnership with the Energy Saving Trust, to provide advice to Londoners on managing energy bills

    The Mayor’s new service comes as the new Prime Minister is expected to announce a bill freeze to be repaid by customers through energy bills or taxes, while the Mayor has called for a ‘Lifeline Tariff’ to help those in need and for any price freeze to be paid from the profits of fossil fuel companies benefiting from this crisis

    The Mayor of London has today announced a new advice service, Energy Advice London, to support Londoners struggling to pay soaring energy bills due to the cost of living crisis.

    This comes as Londoners face the possibility of not being able to heat their homes or put food on the table with energy bills already at high levels even before most Londoners need to turn on their heating. Energy Advice London – the first such service available to all Londoners in a decade – will help Londoners navigate the spiralling cost of living crisis and will launch this Autumn. Funded by the Mayor, the new service will be run by the Energy Saving Trust with a website and dedicated phone line to expertly guide Londoners through managing their bills and help them make their homes more energy efficient.

    Like the Cost of Living Hub, Energy Advice London will be available to all Londoners but with an energy focus. It will complement the support that the Mayor already offers to vulnerable and low income Londoners through the Warmer Homes Advice Service and the Warmer Homes scheme.

    However, the Mayor has stated that this alone isn’t enough and that Government must immediately address the crisis facing Londoners and the nation. Sadiq is calling for a ‘Lifeline Tariff’ which will allow a minimum floor of domestic energy use before charges begin for the most vulnerable people in London.

    He has also said the Government should freeze bills but not make Londoners pay for this through a lost era of debt or through their taxes but instead use a windfall tax on those fossil fuel companies that have benefits from this crisis. In addition, he has said it is time to overturn a decade of inaction on making homes energy efficient to ensure Londoners are insulated from such a price surge in the future.

    The Mayor of London, Sadiq Khan, said: “With eye-watering energy bills awaiting anyone that turns on their heating for the first time this Autumn, too many Londoners will be faced with being unable to heat their homes or feed their families.

    “Energy Advice London will help Londoners manage their bills while keeping their homes warm, but this crisis can’t be averted without Government putting the right plan in place. I’m pleased to see that Government are planning to freeze bills but if they are to be repaid by the public then people will be trapped into high bills or taxes for years to come, while the fossil fuel businesses enjoy their unearned profits. We can’t afford to saddle Londoners with years of debt. The Government must introduce a ‘Lifeline Tariff’ to ensure support for those who need it most through this covid- level crisis.”

    Claire Waxman, London’s Victims’ Commissioner, said: “Yesterday, my stalker was convicted of three breaches of a lifetime restraining order and of stalking. This has provided my family and me with some relief, but after nearly 20 years of being stalked by this man, the impact of his behaviour has taken an enormous toll on our lives, and it will take us time to recover from this latest ordeal.

    It has also been a stark reminder that victims do not have a voice in our justice system. This has made me even more determined to fight for their rights and to put an end to victims being treated as bystanders. If we want victims to come forward to help keep the public safe, then we must fundamentally change the status of victims in our justice system. Their role is too valuable to continue to treat them this way.

    My latest experience has reinforced that the Government’s draft Victims’ Bill – as currently written – will make no difference to victims navigating our delayed and broken justice system. The bill must be radically strengthened, along with long-term investment in our justice system and support services, to meet the Government’s objective of ‘putting victims at the heart of the justice system’.

    My case has also sadly highlighted that, ten years on, the stalking legislation I campaigned for is flawed and not working for stalking victims. I will be calling on Government to reform the law and create one piece of standalone anti-stalking legislation. It needs to recognise that stalking is a cruel crime of psychological terror which leaves victims suffering for years. A ‘summary only’ offence carrying a maximum sentence of six months does not reflect the severity and long-lasting damage of stalking.

    I want to thank the Met Police and CPS for their work on this case. It is clear the Met’s specialist anti-stalking unit S-TAC is making a positive difference to some victims, but they must now work hard to ensure that expertise and knowledge reaches the front line and can help all stalking victims in London. As a result of my experience, we are also now working closely with the Met to review their Witness Care Units which have been struggling to meet victims’ needs. Significant work is underway, and I am confident that together, we will get this unit back on track and providing a better service to victims in London.

    Finally, I want to thank my retired Met officer, Daniel Candler. Without him, I would have been unable to cope and attend court. He has provided the support that I want all Met officers to provide for victims. This is the gold standard they should be aiming for.”

    The following ceremonies and events are taking place today (Monday 12 September 2022) across the country to allow people to pay tribute to the life of Her Majesty The Queen and mark the Accession of His Majesty King Charles III:

    England

    10:00 – His Majesty The King, accompanied by Her Majesty The Queen Consort, will visit the Palace of Westminster to receive Addresses from both Houses of Parliament in Westminster Hall.

    Scotland

    His Majesty The King, accompanied by The Queen Consort, will travel to Scotland, arriving at Edinburgh Airport.

    The King and The Queen Consort will travel to the Palace of Holyroodhouse, where the Ceremony of the Keys will take place.

    Following the Ceremony of the Keys, The King will join the Procession of Her Majesty The Queen’s Coffin to St Giles’ Cathedral.

    Her Majesty’s Coffin will be borne in Procession from the Palace of Holyroodhouse to St Giles’ Cathedral.

    15:00 – There will be a service to celebrate the life of Her Late Majesty The Queen and her connection to Scotland at St Giles’ Cathedral.

    From 17:00 – Her Majesty The Queen will lie at Rest at St Giles’ Cathedral following the Service before the Coffin’s journey to London. Members of the public who wish to do so will be able to view the Coffin at Rest and pay their respects. This is anticipated to conclude the following afternoon.

    The King will receive the First Minister of Scotland, followed by the Presiding Officer, at the Palace of Holyroodhouse.

    The King, accompanied by members of The Royal Family, will hold a Vigil at St Giles’ Cathedral.

    • Lying-in-State will take place from Wednesday 14 September until Monday 19 September
    • Public will be able to walk past The Queen’s coffin to pay respects
    • A ceremonial procession which precedes the Lying-in State will convey Her Majesty The Queen from Buckingham Palace to Westminster Hall

    Members of the public will be able to pay their respects to Her Majesty The Queen at the Lying-in-State at The Palace of Westminster in London from Wednesday evening.

    Ahead of that a ceremonial procession will take place on Wednesday afternoon that will see The Queen’s coffin travel from Buckingham Palace to the Palace of Westminster for the Lying-in-State.

    Members of the public can watch the procession in person at the ceremonial viewing areas along the processional route, or at a screening site in Hyde Park.

    At the Lying-in-State, The Queen’s closed coffin will rest on a raised platform, called a catafalque, in Westminster Hall and will be draped in the Royal Standard with the Orb and Sceptre placed on top. Each corner of the platform will be guarded around the clock by a vigil of units from the Sovereign’s Bodyguard, the Household Division, or Yeoman Warders of the Tower of London.

    The public will be able to file past the coffin 24 hours a day from 5pm on Wednesday 14 September until 6.30am on the day of the funeral – Monday 19 September.

    Those wishing to attend will be required to queue for many hours, possibly overnight. Large crowds are expected and people are encouraged to check ahead, plan accordingly and be prepared for long wait times.

    All those attending the Lying-in-State will go through airport-style security and there are tight restrictions on what you can take in, with only small bags permitted. Step-free access will be available for those who need it.

    For those unable to travel, key moments of the ceremonial procession and the Lying-in-State will be broadcast on the BBC, Sky News and ITV.

    10:00 – The Coffin of Her Late Majesty the Queen departs from Balmoral Castle for the journey to the Palace of Holyroodhouse in Edinburgh.

    11:25 – The King’s Body Guard for Scotland (Royal Company of Archers) and the Guard of Honour will march from the Castle Esplanade to the Mercat Cross.

    11:50 – The main procession will make its way from Parliament House to the Mercat Cross.

    12:00 – The Lord Lyon King of Arms will read the Proclamation to the people of Scotland. This will be followed by a 21 gun salute from Edinburgh Castle.

    12:30 – The Procession will then make its way to Edinburgh Castle where the Lord Lyon will read the second Proclamation.

    16:00 – The Coffin arrives at Holyroodhouse.
