    Head of the Office of the President of Ukraine Andriy Yermak had a video call with Head of Cabinet of the President of the European Commission Bjoern Seibert.

    The parties discussed the issue of financial support for the reconstruction of Ukraine and macro-financial aid to our state.

    Andriy Yermak thanked for the start of the implementation of the second part of the EU macro-financial aid program in the amount of EUR 5 billion from the total package of EUR 9 billion.

    According to him, it is extremely important for Ukraine to receive these funds as soon as possible. It is also necessary to already plan a new large-scale macro-financial aid from the European Union for 2023.

    The Head of the Office of the President reminded that following the meeting of President of Ukraine Volodymyr Zelenskyy with President of the European Commission Ursula von der Leyen in Kyiv in September, a draft law on the creation of the Ukraine Recovery and Reconstruction Fund was submitted for consideration by EU partners.

    Andriy Yermak emphasized that this Fund will be created to ensure the effective use of budget funds and contributions of international partners for the recovery of our country from the consequences of the war.

    “Everything must be completely transparent. Therefore, we proposed that the supervisory board of this Fund should include our international partners, representatives of organizations and financial institutions, which will definitely participate in this,” he said.

    The Head of the President’s Office also offered to identify a contact person in the European Commission for communication regarding the reconstruction of our country and a unit that will ensure the work of the “Ukraine Recovery Platform”, the creation of which was initiated by the European Commission. On the Ukrainian side, it is planned to create a special working group.

    Andriy Yermak expressed hope that the international conference on the recovery of our country, which will be held in Berlin on October 25, will provide the necessary impetus for the launch of the “Ukraine Recovery Platform”.

    In addition, the interlocutors discussed the effectiveness and strengthening of the sanctions policy against the Russian Federation. The Head of the President’s Office informed that the International Working Group on Sanctions Against Russia (Yermak-McFaul Group) is completing the preparation of two documents with recommendations on new sanctions.

    Deputy Head of the Office of the President Roman Mashovets held a meeting with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Kuninori Matsuda.

    The head of the Japanese diplomatic mission was informed about the current situation in the areas of operations, the plans and the nature of the actions of the Russian occupation forces.

    The interlocutors discussed the impact on the course of hostilities of the recent decisions of the Russian leadership regarding mobilization in the Russian Federation, the Kremlin’s attempts to annex the occupied Ukrainian territories and new appointments among the Russian military leadership, as well as prospects for the development of the situation.

    Special attention was paid to the consequences of massive air and missile strikes, which the Russian Federation has been carrying out in recent days on peaceful Ukrainian cities and civilian objects of critical infrastructure. There was an exchange of views on the Russian nuclear threat.

    Roman Mashovets thanked Japan for its constant support and assistance to Ukraine in resisting Russian aggression, both internationally and bilaterally, and noted the friendly nature of Ukrainian-Japanese relations.

    Kuninori Matsuda assured of Japan’s willingness to continue to maintain an active position in support of our country in the international arena and exert influence on Russia in order to force it to abandon its aggressive plans.

    The parties agreed to hold regular meetings with the aim of exchanging views and initiatives in order to speed up the full restoration of Ukraine’s sovereignty and territorial integrity.

    The only way to win the war unleashed by the Russian Federation is to stop being afraid of Russia and multiply Ukraine’s tactical victories. This was stated by Advisor to the Head of the Office of the President of Ukraine Mykhailo Podolyak in an interview with the French newspaper Le Figaro.

    He believes that mass shelling, similar to the one Ukraine experienced on Monday, enables the current President of the Russian Federation to retain power in his country. After all, he lied when he said that the Russian army was the second in the world, and now the world has seen that Russia is weak.

    “The only way to win this war is to stop being afraid,” said Mykhailo Podolyak.

    According to him, in order to weaken Vladimir Putin and his entourage, it is necessary to multiply Ukraine’s tactical victories.

    “We compensate for the fact that we have fewer numbers and fewer weapons with our strategic advantage and better planning. Russian elite soldiers are already dead. Russian recruits are poorly prepared. Russia bets only on artillery. We are not looking for parity with it, but unblocking the battlefield by hitting the rear. Now we need more tanks and long-range MLRS. It’s math: each arrival of weapons accelerates our liberation. Our victory is possible only under three conditions: Ukrainians – civilians and military – must maintain high morale, as now; weapons must continue to arrive, and Russian elites must be punished even more. And we should not listen to pro-Russian propagandists who are now talking about peace proposals. Russia is trying to buy time,” the Advisor to the Head of the Office of the President of Ukraine emphasized.

    He also called for an end to speculation on the nuclear issue, because Ukraine is not a nuclear state. And if Russia does not follow the protocol in this sphere, other nuclear powers should respond accordingly.

    “In the near future, we need to strengthen our air defense to protect the civilian population. And the Europeans are still wondering: “Should Ukrainians receive weapons?” he noted.

    Mykhailo Podolyak emphasized that Ukraine must return all the territories it had as of 1991.

    “Russian war criminals should be tried not only for Ukraine, but also for all past wars: in Georgia, in Syria and in Donbas since 2014… Ukraine’s victory would cure Russia of the chauvinism from which the whole of Europe suffers,” he is convinced.

    The Advisor to the Head of the President’s Office drew attention to the fact that Russia supports extremes in Europe – both far-right and far-left political forces – and also caused the energy crisis that is affecting the entire region.

    “If Ukraine loses, Russia will dominate in Europe and impose its values on it. Ukraine has shown that it is capable of waging war, but we need help. It’s time to go the whole way – without fear,” Mykhailo Podolyak emphasized.

    Blueprint for fairer, stronger, greener Scotland published.

    Independence is essential to build a fairer, stronger, greener Scotland, First Minister Nicola Sturgeon said as she launched the Scottish Government’s independence economy prospectus.

    The First Minister said the paper, Building a New Scotland: A stronger economy with independence, sets out plans to make the economy work for everyone and forge a different path to the Brexit based UK economic model that, as outlined in the first paper, is poorer and more unequal than comparable independent countries.

    It includes:

    re-joining the European Union (EU) to benefit from, and contribute to, the vast European Single Market, helping to forge a different path to the UK system

    a redesigned energy market that aims to provide secure and reliable low cost energy

    retaining free movement of people, without a passport, across the UK and Ireland, with trade borders implemented smoothly
    using the pound sterling, until the time is right to move to a Scottish pound

    up to £20 billion in major infrastructure investment through the Building a New Scotland Fund, including investment in more energy-efficient homes, greener transport, better digital and mobile connectivity, and more affordable housing

    using full powers over employment law to help improve pay and working conditions for people across Scotland, including introducing a minimum wage with a single rate for all age groups and stronger access to flexible working

    a plan for better industrial relations through a social partnership approach involving business and unions

    a migration policy tailored to Scotland’s needs and designed to boost the working population

    The paper outlines the new institutions that would be set up to manage the Scottish economy, including an independent Scottish Central Bank and a new Debt Management Office. Credible and responsible fiscal rules on borrowing and other key measures will be independently assessed by an enhanced Scottish Fiscal Commission.

    Speaking as the paper was published, First Minister Nicola Sturgeon said:

    “The UK economy is fundamentally on the wrong path and there is no real alternative on offer within the Westminster system.

    “The establishment consensus on Brexit – despite the harm it is causing – illustrates that.

    “For Scotland, not being independent means we are being dragged down the wrong path too: one people in Scotland did not vote for.

    “To build a more stable, sustainable economy – with fairness and human wellbeing at heart – independence is therefore essential.

    “That is the fundamental point we make in this paper. Independence is not an abstract argument separate from people’s daily lives.

    “It has at its heart the ambition – and crucially, it equips us with the essential tools – to build a fairer, wealthier, greener, happier country.”

    New economic paper for an independent Scotland to be published.

    Proposals to build a dynamic and socially just economy will be at the centre of government plans for a newly independent Scotland, according to First Minister Nicola Sturgeon.

    Speaking ahead of the launch of a new prospectus paper detailing plans for the economy of an independent Scotland, the First Minister said independence would help Scotland become a fairer, wealthier and greener country.

    Building on the evidence published in the first of the Building a New Scotland series, Independence in the modern world, the latest paper will set out how the powers of independence, combined with Scotland’s abundant economic strengths and resources, can deliver a stronger economy and fairer society.

    The paper is also expected to propose a Building a New Scotland Fund. With infrastructure investment of up to £20 billion from remaining oil revenues and responsible borrowing, the new Fund will accelerate the transition to net zero, build resilient communities, and help kick-start the sustainable economic growth so important for the newly independent nation.

    The paper will also address the issues of currency, fiscal sustainability, and trade.

    First Minister Nicola Sturgeon said:

    “Scotland has an abundance of skilled people, innovative businesses, and natural resources. We have everything it takes to be just as successful as comparable independent European countries. Our analysis from the first paper in the Building a New Scotland series shows that a dynamic economy and social justice go hand in hand. Each makes the other stronger.

    “Scotland’s economy is one of the best performing in the UK – however the UK economy, particularly post-Brexit, is now lagging behind many EU and international comparators. The UK economic model is demonstrably failing and increasingly holding Scotland back. Independence is now essential to build an economy that works for everyone. The paper we are publishing today will help people make a clear, informed choice about independence and how we can forge a path towards becoming a fairer, greener, wealthier country.”

    More funding to support biodiversity projects.

    Projects that restore Scotland’s rainforest and protect some of the country’s most threatened wildlife are among those set to benefit from crucial funding.

    A new package of Scottish Government support totalling over £2.9 million will focus on conservation, research and connecting people with nature – aiming to accelerate the response to the biodiversity and climate crises.

    A project to restore Scotland’s rainforest will receive over £1.3 million helping to control invasive rhododendron and manage the impacts of wild deer to promote the recovery of the fragile forest ecosystem.

    ‘Species on the Edge’, a five-year partnership project, will receive £500,000, helping to support 37 of Scotland’s most vulnerable species – such as the great yellow bumblebee and the Scottish primrose. A further £200,000 will go to the Green Action Trust to help expand nature networks – supporting their work with local communities across Scotland to create and restore woodlands and wetlands.

    Biodiversity Minister Lorna Slater said:

    “The interlinked crises of nature loss and climate change need urgent action across government and society. A healthy natural environment with restored and thriving biodiversity is also crucial to both our wellbeing and our economy.

    “That is why we are continuing to support and build on a wide programme of enhancing nature protections. This new package of funding adds to our £65 million Nature Restoration Fund, which supports projects across Scotland – on land and at sea – that address the twin crises of biodiversity loss and climate change.

    “We are at a critical moment as we approach the UN CoP15 biodiversity summit at the end of this year. We will soon publish a new Biodiversity Strategy for Scotland, which will set out what our natural environment needs to look like by 2045 in order to reverse biodiversity decline and protect our environment for the future.

    “The Strategy will set out in detail how we achieve our goals and a Natural Environment Bill which will pave the way for statutory nature restoration targets.”

    Alistair Whyte on behalf of Woodland Trust Scotland and Plantlife Scotland said:

    “We welcome the allocation of funding to begin the crucial work of halting the loss of Scotland’s rainforest. Restoring the rainforest will need a long-term, strategic approach to funding and action on the ground. In financially challenging times, this announcement is an encouraging step towards fulfilling that larger commitment to restore and expand this precious ecosystem. We owe it to the world to restore Scotland’s rainforest.”

    Director of RSPB Scotland Anne McCall said:

    “Given the scale and urgency of the nature and climate crisis it is great to see this funding announcement from Scottish Government. Support for work that is focused on species and the restoration of Scotland’s rainforest highlights the importance of addressing nature loss across Scotland; there is so much more to be done, by all sectors, if we are to realise a future where nature and people can thrive.”

    Welsh food and drink continues to thrive as latest figures show the sector’s supply chain turnover increased to £23 billion in 2021, Rural Affairs Minister Lesley Griffiths has said. This represents a growth of 2.9% from the £22.4bn in 2020.

    The food and drink manufacturing sector in Wales, producing diverse products, experienced very strong growth in 2021 with turnover increasing by 10.2% from £4.9bn to £5.4bn.

    Today’s announcement follows the news earlier this year that Welsh food and drink exports hit a record high in 2021 reaching £640m.

    The Welsh Government continues to help businesses in the sector through multiple support schemes providing market insight and intelligence, investment, technical support, export support and strong emphasis on business networking.

    Rural Affairs Minister, Lesley Griffiths said:

    These figures demonstrate the commitment and desire of Welsh food and drink businesses to succeed, despite the tough economic situation they face.

    I am very proud of the resilience and enterprise shown by businesses emerging from the pandemic and overcoming multiple supply chain challenges.

    Wales’ innovative spirit continues to shine brightly in the sector and the proof is in the pudding with Welsh businesses continuing to pick up awards.

    Welsh Government support is also playing an important role and will continue to do so as we help companies reach their full potential.

    Seven Welsh businesses with expertise ranging from engineering and patient care to grassroots sport are heading to the USA this week as part of a Welsh Government-led trade mission.

    The delegation is heading to North Carolina and South Carolina, where they will meet with businesses and potential new customers and partners. It is part of the Welsh Government’s commitment to supporting Welsh businesses to grow in Wales and sell to the world, as part of its Export Action Plan.

    This is the first time that a Welsh Government-led delegation will have visited the Carolinas which have a combined population of 15 million.

    The USA is Wales’ top export market for goods, accounting for 15.7% (£2.9bn) of total goods exports. Over the past year, the value of Welsh goods exports to the USA increased by 69.6% (£1.2 billion). The South is a rapidly growing region in the USA with diverse economic opportunities. Due to the strength in industries, cost competitiveness of doing business, and a pro-business environment, the region offers an entry point for Welsh businesses interested in exporting to the USA.

    The mission is part of a series of activities being delivered by the Welsh Government in the run up to the FIFA World Cup in Qatar, in which Wales’ first match is against the USA.

    To maximise this opportunity, the delegation of businesses is being supported by the Welsh Government Office in Atlanta, Georgia alongside local partners.

    The delegation will include the Football Association of Wales (FAW) Trust which will be looking to meet partners in coaching education for their online learning packages. They will jointly host a breakfast briefing with the Welsh Government featuring a virtual address by Wales Manager Rob Page. Business events to connect with local networks will take place in Greenville, South Carolina and Charlotte, North Carolina.

    Wales’ Economy Minister, Vaughan Gething said:

    The USA is an important market for Wales and I’m pleased the Welsh Government can support this delegation of Welsh business talent on our first ever trade visit to the Carolinas.

    This is an excellent opportunity for our businesses to explore the market and build connections with international partners. As part of this, I am keen that we capitalise on opportunities in the run up to the FIFA World Cup, which has the potential to raise the profile of Wales in key markets, like the USA.

    The mission, which is part of a wider trade mission programme delivered by the Welsh Government shows our determination to back Welsh business to grow in Wales, and to sell to the world. It underpins our clear ambition to grow Welsh export as we deliver on our Export Action Plan.

    Personal Learning Accounts (PLA) support individuals on lower-incomes and those whose jobs are at risk, to learn new skills, achieve new qualifications and help to rewrite their careers.

    £1m will be used to train people in areas including cyber, programming, data analysis, network and cloud infrastructure, database management, and digital analysis skills.

    £2m will be invested to support individuals to either upskill or re-skill in net zero skills, which will help develop a highly skilled workforce to support Wales achieve a  transition to net zero. The sectors supported will be construction, energy, engineering and manufacturing.

    To date over £51m has been invested and almost 30,000 adults in Wales have benefited since Personal Learning Accounts launched in 2019, with over 16,000 individuals enrolling within the last academic year alone.

    The free and flexible courses are available across Wales through 13 Welsh colleges and deliver vocational training in sectors where there is a skills shortage to ensure the future needs of the economy are met.

    Minister for Education and Welsh Language, Jeremy Miles, said:

    We are delighted to make this announcement during Adult Learners’ Week Personal Learning Accounts provide excellent opportunities for people to re-train to find the right career for them.  Digital training and net zero skills are areas we know that employers are increasingly looking for as a skills base, while also being aligned with our commitments to be a greener, stronger, fairer Wales.

    The PLA programme has had an excellent response since its launch, and I would encourage individuals wanting to develop their careers to find out more.
