Kerr, born in 1917, and educated at Stowe, has had extensive experience in engineering workshops as a turner and rate fixer and planner and later as a works manager and has specialized in industrial relations. He is managing director of his own business, the production of electrical and steam appliances. Before the outbreak of the late war he volunteered for the Royal Navy, but could not secure his release from industry as an engineer engaged on the production of armaments.

An R.F.C. pil?t in the 1914-18 war, he was a wing commander in the Canadian Air Force in the late war. He was Canadian representative on the European Committee of Unrra, and is joint hon. treasurer of the Liberal International.
