    To ask the Secretary of State for Justice, what maximum number of staff of each grade could be provided by each prison supplying staff for detached duty in each month since December 2013.

    The deployment of staff between prisons on detached duty is a regular and normal part of prison resourcing. It allows staff to be allocated from prisons with the capacity to provide them, to those where additional staffing is required. A nationally co-ordinated detached duty scheme has been operating since 21 October 2013.

    The number of staff available /maximum number of staff available for detached duty at any one time is a matter for operational judgement and takes account of overall staff numbers, levels of sickness, prisoner numbers and the regime and security requirements.

    The average headcount of Band 3 staff who worked on detached duty during December 2013 was 190, this represents 1.3% of all Band 3 officers. The table below contains a list of prisons broken down by the full-time-equivalent staff allocated and grade, during December 2013.

    Some allocations outside of the national scheme continued after October 2013 but are not included in the information provided. London region particularly allocated staff within their own region. Information is collected on the staffing allocated. On occasions the resource is not actually deployed due to changes in local circumstances.

    The Electoral Commission informs me that no EROs in Scotland reported not meeting standard 3 at the recent 2013 canvass. The Commission is in the process of conducting a detailed analysis of EROs’ electoral registration data from the 2013 canvass, following which it will publish its final assessment of EROs’ performance.

    It is not possible to determine the number of roles within the Driver and Vehicle Standards Agency (DVSA) that are responsible for (a) driver and (b) operator compliance in the bus industry, as it forms only a part of a number of roles within the Agency. However, for the financial year of 2014/15, DVSA is budgeted to provide over 38 man-years of resource on the enforcement of the bus industry, for deployment of tasks such as roadworthiness checks, visits to licensed operators and bus operator account management.

    The Department’s childcare vouchers schemes are fully compliant with the Governments tax relief schemes as set out under Section 318 ITEPA 2003. Of the two nursery provision areas in Hastings and Swansea, the latter is run by a "third party" organisation, therefore, it is not for the Department to comment if they has access to the Government’s tax relief scheme.

    To ask the Secretary of State for Transport, which airports meet the eligibility criteria for the Regional Air Connectivity Fund; and how much each such airport has been awarded in each of the last 10 years.

    The Department for Transport is in detailed discussions with regional councils regarding two air routes that might qualify for support through a Public Service Obligation under financial provisions announced by the Chief Secretary to the Treasury in the 2013 Spending Round last July, to maintain regional air access to London. Of these, Dundee Council is currently tendering for an airline to operate a service between Dundee Airport and London.

    The Chancellor announced in this year’s Budget that support will also be made available for start-up aid for new air routes from UK regional airports. European Union aviation State aid guidelines allow for start-up aid to be provided under certain conditions to facilitate development of new routes from Member State airports which handle fewer than five million passengers per year.

    The Department for Transport is working with the Treasury to develop guidance clarifying how the Government will ordinarily expect to interpret the European Union State aid guidelines, and explain how the funding process will operate.

    Under the terms of the Greater London Authority Act 1999, transport in London, including the Congestion Charge scheme, is the responsibility of Transport for London and the Mayor. Therefore, the Department for Transport has not made an assessment specifically about traffic movements in London in each year since the introduction of congestion charging.

    To ask the Secretary of State for Transport, pursuant to the Answer of 1 April 2014, Official Report, column 591W, on Southeastern network, what estimate he has made of demand on routes on the Southeastern network; which routes his Department believes require increased capacity provision on peak services; and when he expects capacity to be increased on these routes.

    The Department holds information collected by Southeastern about the level of demand on each of its routes. However, this data is held by DfT on a commercially confidential basis and so cannot be released. As part of its Long Term Planning Process, Network Rail will undertake a Kent Route Study during 2015/16 to identify which routes may require increased capacity provision. On the basis of this work, Ministers will consider priorities for funding capacity enhancements during railway Control Period 6 (2019-2024).
