    To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to improve the broadband infrastructure for businesses in rural areas.

    The Government is investing £780 million, with local match funding, to provide superfast broadband coverage to 95% of UK premises, including in rural locations. Coverage will include both business and residential consumers. In addition, the Government has also launched 8 pilot projects to explore options for improving coverage of superfast broadband beyond 95%, including to the most hard to reach areas of the UK.

The Major Project Report 2013 reported the cost of the Queen Elizabeth class carriers at £6.102 billion (£6.2 Billion less assessment phase costs that do not fall under the remit of the Major Projects Report).

    Military Aviation Authority (MAA) Regulatory Instruction 02/11, issued on 28 January 2011, mandated a Risk Management framework to support Aviation Duty Holder decision making and replace existing procedures. This was superseded by Regulatory Article 1210 on 1 August 2011.

    To ask the Secretary of State for Defence, how many additional Merlin helicopters will be upgraded from Mk1 standard to Mk2; and what the total cost of each upgrade will be.

    The Royal Navy Merlin Mk1 fleet is being modernised through the Merlin Capability Sustainment Programme. A total of 30 Merlin Mk1 helicopters are being modified to address existing and forecast avionic obsolescence and will then be known as the Merlin Mk2. The approved cost of the Demonstration and Manufacture phases of the programme is £805 million.

    It is not possible to provide the total value of payouts under the War Pensions Scheme to forces personnel and veterans on the grounds of mental ill health as the information is not held in a format that would enable us to easily answer the question and could only be provided at disproportionate cost.

    However, between 2011-12 and 2013-14 there were a total of 1,655 awards made under the War Pension Scheme for a mental health condition related to Service.

    It is not possible to provide the value of payouts made to Armed Forces veterans and their families under the Armed Forces Pension Scheme as a result of service in Afghanistan as the information is not held in a format that would enable us to easily answer the question and could only be provided at disproportionate cost.

    The AFPS is primarily an occupational pension scheme, the Pensions Computer system does not identify the conflicts in which Service Personnel have served.

    To ask the Secretary of State for Defence, what the average length of time taken to process settlements for the War Pensions Scheme has been in each year since 2010.

    The average length of time taken to process claims under the War Pensions Scheme in each year since 2010 has been;

    2010-11 – 39 working days
    2011-12 – 51 working days
    2012-13 – 82 working days
    2013-14 – 110 working days
    2014-15 year to 31 July – 102 working days

    In the majority of cases deadlines for progressing cases are met. The War Pensions and Armed Forces Compensation Schemes are jointly resourced and administered. The impact of the implementation of the Boyce Review on the Armed Forces Compensation Scheme (Cm 7798, published February 2010) and its subsequent publicity campaign, combined with an increase in the number of applications for War Disablement Pension (linked to more people with pre-April 2005 service reaching the end of their engagement), led to delays in processing prospective claims.

    The cost of mitigating the construction works impacts arising from changes to the hybrid Bill scheme for Euston introduced by AP3 and the budget for any additional statutory and discretionary compensation costs will be accommodated within the existing overall budget for Phase One of HS2.

    To ask the Secretary of State for Transport, how many applications have been made in each community forum area in Camden under the (a) Exceptional Hardship and (b) Need to Sell schemes of High Speed 2; and what the outcome of each such application has been.

    We do not categorise applications for the Phase One Exceptional Hardship Scheme (EHS) or the Need to Sell (NTS) scheme by the applicant’s Community Forum Area. Nevertheless, from Holborn and St Pancras, we have received six Phase One EHS applications, including two reapplications. Two have been accepted, two were refused and two were withdrawn. Regarding the NTS, from Holborn and St Pancras we have received six applications, including one reapplication. Three have been accepted, two were declined and one is on hold.

    To ask the Secretary of State for Transport, what compensation HS2 Ltd has to pay to rail franchise holders for the track possessions required to bring High Speed 2 to Euston; and what effect the provisions made in the AP3 Environmental Statement have had on this figure.

    HS2 Ltd deposited an Additional Provision (AP3) to the HS2 Phase One hybrid Bill on 16 September 2015 which includes revised plans for London Euston station. The new plans focus on an incremental strategy which will deliver new high speed platforms (Stages A and B1) and do not preclude wider redevelopment of the existing station in the future (Stage B2).

    We have listened to train operators and worked very closely with them throughout the development of the new design. The staged approach will mean less disruption to passengers using existing train services and therefore compensation to train operators. We have made budget provision for a level of compensation to train operators as part of the overall Phase One rail budget. These allowances have still to be agreed with the relevant train operators and will be assessed further as part of the design development process. The information also remains commercially sensitive.

    Any necessary impacts to the existing railway will be carefully planned with Network Rail and the affected operators from the outset, learning from experiences at other major stations such as Kings Cross and London Bridge.
