    As Chief Executive of the Independent Parliamentary Standards Authority, I have been asked to reply to your Parliamentary Question asking about IPSA staffing.

    29 of our current employees have worked for IPSA since 2010. Of those 29, 17 have remained at the same grade and received pay rises of 1% in 2012 and 2013.

    To ask the hon. Member for South West Devon, representing the Speaker’s Committee on the Electoral Commission, how many employees of the Commission, of each grade, have remained at the same grade since 2010 and in that period received pay rises.

    The Commission’s staff are not members of the civil service. It does not apply a civil service grading structure with incremental scales and so cannot provide the information as requested.

    In 2010-11 and 2011-12 there were no pay awards given to its staff. In subsequent years the 1% public sector pay cap has been applied to all of its staff.

    To ask the Secretary of State for Transport, what the value is of duplicate supplier payments identified by his Department since 2010; and what proportion of such payments have since been recovered in each of the last two financial years.

    In 2011, £28,861 of duplicate supplier payments were identified by the Department and its agencies, and were all recovered. No duplicate payments have been identified in subsequent years.

    In accordance with Cabinet Office guidelines, the Department commissioned a spend recovery audit in 2010. This reported that:

    The quantity of payment errors identified during our review (0.0002%) highlighted that the internal controls used by DfT have been effective in limiting supplier overpayments. Overall the accounts payable function is well managed and controlled.

    In view of this advice, the DfT decided that formal appraisal of potential duplicate payments, either internal or external, did not represent a good use of public money for the years after 2011.

    To ask the Secretary of State for Transport, what assessment he has made of options for increasing service frequencies on the Nottingham-Lincoln line; and what the revenue subsidy and capital cost of implications are of each such option.

    As stated in the Greater Lincolnshire Deal, which was part of the Local Growth Fund announcement on 7 July, the Department is committed to working with D2N2 and the Greater Lincolnshire Local Enterprise Partnership and partners to help achieve their objective of increased service frequency between Lincoln and Nottingham via Newark.

    However, this is dependent on the affordability and value for money of the services. In addition, it is dependent on the level of local funding available to support these incremental rail services for the first three years, after which the Department would consider continuing with the services as part of its base specification. We are currently assessing the available options against the criteria above, taking account of likely revenue and cost implications alongside the latest funding offer from the stakeholders.

    The Secretary of State for Transport met with Edwina Hart the Minister for Economy, Science and Transport, National Assembly for Wales on 16th July 2014, to discuss the rail connectivity in North Wales which included Halton Curve.

    To ask the Secretary of State for Transport, what works will be undertaken as part of the upgrade of the Halton Curve.

    This scheme involves the installation of new crossovers at Halton and Frodsham with a track upgrade enabling trains to operate in both directions. This work reinstates a rail link which will enable passenger services from North Wales and West Cheshire to directly access Liverpool City Centre and Liverpool John Lennon airport. Further details of the work to be provided by Network Rail early next year.

    To ask the Secretary of State for Transport, what timescale the upgrade of the Halton Curve will follow.

    The Government is providing £10.4m, in support of the Liverpool City Region Growth Deal, to fund the reinstatement of the Halton Curve. The scheme is currently being developed by Network Rail and detailed proposals are expected to be available early next year. Final sign off of funding for the scheme will be for the Liverpool City Region Local Enterprise Partnership and delivery is expected in 2016/17.
