    To ask the Secretary of State for Environment, Food and Rural Affairs, what progress has been made on the investigation into criminal prosecutions as a result of the adulteration of beef products with horsemeat; and if she will make a statement.

    The Food Standards Agency and the City of London police, working with their counterparts across Europe, are taking forward complicated and far-reaching investigations into the Europe wide horsemeat fraud. The Crown Prosecution Service has announced that criminal proceedings have been instituted for the mislabelling of goat meat and the failure to comply with traceability requirements in relation to horsemeat. It would not be appropriate to comment further on ongoing criminal investigations.

    The City of London Police, working with their counterparts across Europe, are taking forward complicated and far-reaching criminal investigations into the Europe-wide horsemeat fraud.

    During the course of his Review into the Integrity and Assurance of Food Supply Networks, Professor Elliott and his team carried out site visits, and met many industry stakeholders, regulators and consumers, including representatives from the meat importation sector.

    To ask the Secretary of State for Health, what recent steps he has taken in response to the discovery of horsemeat in other foods in 2013 to improve co-operation between Government departments on public health issues.

    The Food Standards Agency (FSA) continues to develop its capability in relation to food fraud, in response to recommendations made in the reviews of the horsemeat incident, working closely with other Government Departments, enforcement agencies, local authorities and industry to detect and deter food fraud. The FSA is building an intelligence gathering network to increase the opportunity to capture and act on intelligence which may be indicative of future risks, as well as producing strategic and tactical assessments to share with relevant enforcement agencies, particularly through the Government Agency Intelligence Network.

    To ask the Secretary of State for Health, if he will take steps in co-operation with major retailers to prevent unhealthy food being marketed more favourably than healthier foods.

    The Department has been leading a programme of voluntary action by industry to rebalance their advertising and promotion, including by offering the healthier option as a default so that their customers can choose to follow a healthy, balanced diet.

    For example, major retailers such as Lidl and Tesco have committed to remove sweets and confectionery from all of their checkouts. The Department continues to encourage more partners to follow this example, and through programmes like Change4life promotes such action.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will bring forward legislative proposals to restrict the use of antibiotics on farms to the treatment of sick animals.

    The EU Veterinary Medicinal Products Directive is the core legislation which sets out the framework for controls on veterinary medicines, including veterinary antibiotics, within EU Member States. The European Commission is expected to publish proposals for the revision of the EU legislative framework later this year.

    The Government’s position is that any changes to the EU legislation, including changes to controls on veterinary antibiotics, should be evidence based and take into account the potential impact on animal health and welfare.

    To ask the Secretary of State for Environment, Food and Rural Affairs, whether the CITES Management Authority has declared that the Cayman Turtle Farm is a humane facility.

    The elected government of the Cayman Islands, a British Overseas Territory, has devolved constitutional responsibility for animal welfare and conservation including for legislation and policies governing the Cayman Turtle Farm.

    An independent investigation in 2002, carried out in support of an application to register the Cayman Turtle Farm as a captive-breeding operation under CITES, a Convention for which Defra is responsible, concluded that the standards of care at the Cayman Turtle Farm were humane.

    The UK Government has been in contact with the Cayman Islands Government more recently, expressing the UK’s commitment to raising animal welfare standards and requesting an assurance that the Cayman Islands Government takes the findings of a report by the then World Society for the Protection of Animals seriously and be committed to making appropriate improvements. I am pleased to say that the Deputy Premier of the Cayman Islands, Mr Kirkconnell, gave that assurance in a response to the Secretary of State on 24 October 2013.

    The UK CITES Management Authority has not made a recent assessment of whether the Cayman Turtle Farm is a humane facility.

    The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) has spoken to Israeli and Palestinian counterparts as well as key international partners about the present crisis in Gaza on numerous occasions in recent weeks, urging an end to violence, a durable ceasefire and successful negotiations in Cairo which lead to a sustainable solution to the current crisis, tackling its underlying causes. He has visited Ramallah, Jerusalem and Cairo for talks and attended the Foreign Affairs Council on 15 August. He most recently spoke to the Egyptian Foreign Minister about the ceasefire talks on 20 August.

    The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) spoke to Israeli Prime Minister Netanyahu on 20 July.

    The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) spoke with Palestinian President Abbas on 19 July and Israeli Foreign Minister Liebermann on 18 July.

    At the present time, Ascension Island Government (AIG) assesses that there is a low risk of West Nile virus being introduced to Ascension Island from the United States. AIG continues to monitor the situation, and will keep its precautionary measures under review.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with (a) the Ugandan government and (b) his EU counterparts on the Anti-Homosexuality Act in Uganda; and what assessment he has made of the potential effect on Uganda of the sanctions against that country announced by the US administration on 19 June 2014 in response to the Anti-Homosexuality Act.

    We have consistently raised our concerns about the Act with the Ugandan Government. Most recently, the Secretary of State for International Development and the Minister for Africa, Mark Simmonds MP, raised the issue with the Ugandan President on 6 May. The UK is working closely with international partners to register its concerns and to seek assurances about the protection of individuals. With our support, EU Heads of Mission in Kampala initiated strengthened political dialogue with Uganda under Article 8 of the Cotonou Agreement.

    The UK shares the concerns of the US and notes the US’s recent decision to apply existing visa mechanisms, redirect some healthcare support, end support for a community policy project, and cancel a military aviation exercise in response. The UK is engaging closely with civil society groups in Uganda to consult with them about the most appropriate next steps.
