    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions his Department has had with the Chinese government on that country’s ratification of the International Covenant on civil and political rights.

    We have regular discussions with the Chinese authorities on a range of human rights issues, and have raised China’s ratification of the International Covenant on Civil and Political Rights on numerous occasions. We last discussed this in detail during the UK-China Human Rights Dialogue in April this year, and also raised it at China’s most recent Universal Periodic Review at the UN Human Rights Council in October 2013.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has taken steps to ensure that contractors used by his Department do not instigate investigatory proceedings against staff for writing directly to him about their employment conditions or pay.

    Following the allegations from Citizens UK on 13 October 2015, of disciplinary action taken against the cleaners, Foreign and Commonwealth Office officials asked Interserve for further information. Interserve replied on 15 October to say they had commenced an investigation into the letter of 21 July as it potentially represented a breach of the signed confidentiality agreement they have with their staff. They have since confirmed that no disciplinary action has been or will be taken.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of the effectiveness of the Minsk Agreement in reducing fighting in Ukraine.

    A renewed attempt in early September by the Minsk signatories to ensure a comprehensive ceasefire has resulted in a considerable reduction in fighting along the line of contact in Eastern Ukraine, compared with the levels in previous months. Since September, casualties have mainly resulted from land mines and unexploded ordnance rather than direct shelling, which has practically ceased.

    Officials are currently compiling and reviewing correspondence in relation to the cleaners’ letter to me of 21 July 2015 in response to a Freedom of Information (FOI) request. Copies of all information released under the FOI request will be placed in the Library as soon as investigations are complete.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what his most recent assessment is of the political situation in Zimbabwe.

    Since the 2013 elections, our assessment of the political situation in Zimbabwe remains broadly the same, with 2015 signalling some positive developments. Within the Zimbabwe African National Union administration there are signs of reformist policies beginning to emerge, especially on the economy. The human rights situation has remained relatively stable and reported violations continue to fall. However, the situation continues to be fragile and we remain concerned about human rights abuses, especially during election periods. Ahead of the 2018 elections, it is critical that electoral reforms are implemented, and that the international community supports the people of Zimbabwe in exercising their democratic right to build a free, peaceful and prosperous future.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his Saudi Arabian counterpart and other relevant stakeholders to ensure there is no further delay in the establishment of the UN Verification and Inspection Mechanism designed to increase the flow of commercial goods into Yemen.

    The UK has been in regular contact with the Government of Yemen, members of the Saudi Arabian-led Coalition, and the UN on the importance of ensuring access for commercial and humanitarian goods to reach those most in need. I chaired a meeting of countries at the United Nations General Assembly (UNGA) during which we called for all sides to facilitate access for humanitarian aid and commercial goods, including fuel for civilian use, through all of Yemen’s ports. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) met his counterpart, Adel Al Jubeir, during his visit to Saudi Arabia on 28 October where they discussed humanitarian and commercial access in Yemen. There has been some recent progress on shipping access, which we welcome, but this needs to be maintained and increased in the future. The UK supports the UN Verification and Inspection Mechanism (UNVIM) which is now being established to address commercial shipping needs and we urge for this to be implemented as soon as possible. We will continue to raise this issue for as long as it is necessary.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of (a) whether the Saudi-led coalition warships off the Red Sea port of Hodeidah are continuing to prevent commercial vessels from docking and (b) the effect of continued restrictions to limit commercial and humanitarian supplies from entering Yemen on its people.

    The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) met his counterpart, Adel Al Jubeir, during his visit to Saudi Arabia on 28 October where they discussed humanitarian and commercial access in Yemen. The Foreign Secretary welcomed the recent progress on shipping access, and emphasised the importance of this needing to be maintained and increased in the future. The UK supports the UN Verification and Inspection Mechanism (UNVIM) which is now being established to address commercial shipping needs and we urge for this to be implemented as soon as possible. Given Yemen’s high dependence on imports for essential food, fuel and medical supplies, it is vital that all of Yemen’s ports – operate at full capacity to ensure these vital supplies can enter the country, and commercial importers have the confidence to continue activities.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government has taken to ensure that UK weapons are not used in strikes that constitute serious violations of human rights and of international humanitarian law.

    The UK operates one of the most rigorous and transparent arms export control regimes in the world. All defence and dual-use exports are required to meet the UK’s strict export control legislation and adhere to the UK international commitments, including international treaties and obligations. We do not issue an export licence if there is a clear risk that the proposed export might be used for internal repression or in the commission of a serious violation of international humanitarian law, and we take account of any risk that the goods might be diverted to undesirable end-users or end-use.

    Her Majesty’s Government provides assistance to South Africa to help tackle organised crime networks and minimise the threat they pose to the UK. This co-operation includes the sharing of information and expertise and the provision of capacity building. It does not differentiate between rural and other areas of the country.

    These activities form part of the UK’s contribution to counter organised crime and it is our policy not to disclose specific details about assistance given.
