    To ask the Secretary of State for Justice, how much his Department has incurred in costs for legal advice and representations at inquests following the deaths of serving prisoners in (a) 2012-13 and (b) 2013-14.

    The principal costs which the Ministry of Justice incurs for legal advice and representations at inquests following the deaths of serving prisoners are those charged by the Government Legal Department. These costs for the financial year 2009/10 to 2013/14 are set out in the table below. They relate to preparatory work in advance of inquests as well as representation at specified inquests in each year in question.

    To ask the Secretary of State for Energy and Climate Change, if she will meet the organisations who wrote to the Prime Minister about the Feed-in Tariff and its effect on local investment in renewable energy on 21 August and 9 October; and when the Prime Minister will respond to both of those letters.

    DECC officials and Ministers have had extensive meetings with stakeholders from across the renewables industry during the feed-in tariff review consultation, including many of the organisations signing the letters of 21 August and 9 October. I held a roundtable in Parliament on Wednesday 21 October, with a wide ranging group of stakeholders. It was a highly productive meeting.

    DECC replied to the letter of 21 August, and will respond to the letter of 9 October in due course.

    To ask the Secretary of State for Transport, pursuant to the Answer of 21 September 2015 to Question 10029, which schemes referred to in that Answer have been paused by Network Rail.

    The Secretary of State announced on 25 June 2015 the pause of work on Midland Main Line electrification and TransPennine electrification.

    On 30 September 2015 he announced that work on these schemes would resume.

    Whilst Sir Peter Hendy completes his review of Network Rail’s Enhancements programme, the efficient and cost effective delivery of other projects is a matter for Network Rail to manage.

    To ask the Secretary of State for Transport, if it is his policy to make available proposed new powers to regulate bus networks to local authorities that do not have a metro mayor.

    Local Authorities already have the powers to regulate their bus networks through the Quality Contract Scheme process set out in the Transport Act 2000, as amended by the Local Transport Act 2008.

    We have now signed ground-breaking deals with Greater Manchester, Cornwall, and Sheffield, in which we committed to providing them with powers to franchise their bus services. The Buses Bill will be introduced later in the first session and will provide the powers for local transport authorities to regulate their local bus networks through a franchising process subject to agreement from government.

    Government has real ambition to improve public transport in other areas too, and our devolution plans go beyond Manchester, Cornwall and Sheffield. If other places want to come forward with attractive devolution deals that include bus franchising we will consider them.

    To ask the Secretary of State for Transport, what role the North East Combined Authority has in relation to the Northern Rail franchise.

    When known as Tyne & Wear Passenger Transport Executive (PTE) (trading as NEXUS), the North East Combined Authority were one of five PTEs who are co-signatories of the current Northern Interim Franchise Agreement that commenced in 2014.

    The North East Combined Authority is one of the 29 authorities that make up Rail North Ltd. As part of the new franchise competition ‎they were involved in helping develop the Invitation To Tender for the next Northern Franchise, which is expected to begin in April 2016.

    Going forward the Secretary of State will sign the franchise agreement, but the management of the next Northern Franchise is being devolved to the Department for Transport and Rail North partnership.

    A letter was sent to Commissioner Bienkowska on 22 September.

    Commissioner Bienkowska wrote on 14 October to Ministers of the Competitiveness Council, Transport Ministers and Environment Ministers. In this letter she set out the actions the Commission are taking.
