    To ask the Secretary of State for Communities and Local Government, pursuant to the Answer of 17 October 2016 to Question 48308, when he expects to reach a conclusion on whether the proposal for the combined authority meets the statutory test; and if he will place in the Library a copy of the summary of consultation responses submitted on 26 July 2016.

    In reaching a decision, the Secretary of State will take into account the governance review, the councils’ statutory scheme setting out their proposals, the summary of responses which is available on the councils’ web site at the link below, and any other relevant information, and plans to take decisions, likely to be around the start of 2017, on a timetable that would enable the combined authority to be established on 1 April 2017.

    To ask the Secretary of State for the Home Department, with reference to the letter from the Immigration Minister to all local council leaders of 8 September 2016, if she will publish the number of places pledged by each local authority area for those unaccompanied refugee children as identified by section 67 of the 2016 Immigration Act to date.

    There are currently no plans to publish the number of places pledged by each local authority area for those unaccompanied refugee children as identified by section 67 of the 2016 Immigration Act. The Home Office publishes the number of asylum claims from unaccompanied children as part of the quarterly immigration statistics release. According to the latest release, in the year ending June 2016 there were 3,472 asylum claims from unaccompanied children.     Online retailers pay a wide range of taxes, including corporation tax and accounting for VAT on their relevant sales. The Government is also taking action to tackle tax avoidance to ensure overseas sellers pay the right amount of VAT.

    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the potential level of volatility of local authority income once business rates income is fully retained by local authorities; and if he will make a statement.

    We recently conducted a consultation on our approach to the implementation of 100% Business Rates Retention. This consultation included questions on how to take account of changes in need over time, how to manage volatility in business rates income and how to distribute funding between different tiers of government. My officials are currently considering the 454 responses we have received to this consultation and we will publish a summary of the responses and our proposed way forward in due course. In the meantime, we will continue close collaboration with the Local Government Association, other groups representative of local government, and individual local authorities, in taking this work forward.

    Consideration of local authorities’ financial relationship with the European Investment Bank will form part of our approach to exiting the EU. As this government has already stated, we will not give a running commentary on Brexit negotiations.

    To ask the Secretary of State for Communities and Local Government, how much income was raised from business rates (a) in total and (b) was retained by the local authority in each English local authority area in each of the last five years; and if he will make a statement.

    Prior to 2013-14, Business Rates collected by local authorities were paid into a national pool and then re-distributed to local authorities as part of the Local Government Finance settlement.

    In 2013-14, the Business Rates Retention scheme was introduced. Under this scheme Local Authorities retain 50% of Business Rates collected with the remaining 50% passed to Central Government known as the central share.

    Only forecast data are available for both 2015-16 and 2016-17.

    Information on the number of appeals in relation to business rates is held by the Valuation Office Agency. Data on appeals, including a breakdown by local authority area, are published online and are available at www.gov.uk/government/organisations/valuation-office-agency/about/statistics.

    Refunds to businesses as a result of successful appeals are made by the relevant billing authority. The Department does not hold data on the total cost of refunds resulting from appeals.
