To ask Her Majesty’s Government how many Restricted Certificates of Sponsorship were (1) issued, and (2) subsequently taken up, by employers in each month since the permanent cap was introduced in April 2011.

Baroness Hayter of Kentish Town – 2016 Parliamentary Question to the Department for Transport

The below Parliamentary question was asked by Baroness Hayter of Kentish Town on 2016-10-10.

To ask Her Majesty’s Government what assessment they have made of the potential merits of requiring the use of sealed tamper-proof bags for duty-free alcohol sales at airports to prevent excessive drinking on board aircraft.

The Government welcomes industry’s commitment to tackling the issue of excessive alcohol consumption in airports and on-board aircraft. The use of tamper-proof bags for duty-free purchases is currently being trialled at a number of UK airports and as part of that trial industry will reach a view on the potential merits of this approach.

The below Parliamentary question was asked by Baroness Hayter of Kentish Town on 2016-10-10.

To ask Her Majesty’s Government, further to the reported comments by Lord Ahmad of Wimbledon on 28 July that he would review the sale of alcohol in airports, (1) when that review will take place; (2) what its terms of reference will be; and (3) whether he plans to meet airlines to discuss the effect on the safety and comfort of passengers and cabin crew of excessive alcohol consumption on flights.

The Government strongly supports the industry and its efforts to find deliverable solutions to this issue. It is important to ensure that all air passengers have a safe and pleasant experience when flying.

The industry bodies have joined together to create the UK Aviation Industry Code of Practice on Disruptive Passengers, with the purpose of creating a common, consistent approach that co-ordinates and enhances existing efforts to prevent and minimise disruptive passenger behaviour.

At present there are no plans for the Government to review legislation in this area as I believe it is essential that the Code of Practice is given time to bed in and mature. We will continue to engage and meet with a broad range of operators in the aviation sector and managing disruptive behaviour is one of the issues we wish to discuss.

To ask Her Majesty’s Government how many incidents of disruptive passengers on flights departing from or arriving in the UK have been recorded in 2016; what mechanism they use to record such incidents; and what assessment they have made of the effect of such incidents on the safety of other passengers and cabin crew.

The Government does not collect specific data on the frequency of incidents of disruptive passengers on flights departing from, or arriving in the UK. As such, no estimates have been made.

If serious enough such incidents would be counted amongst data for safety related events. In accordance with EU Regulation No 376/2014, safety-related events which endanger or which, if not corrected or addressed, could endanger an aircraft, its occupants or any other person have to be reported to the Civil Aviation Authority as part of the Mandatory Occurrence Reporting Scheme (MORS).

To ask Her Majesty’s Government what consideration they have given to prohibiting passengers from consuming their own alcohol on board aircraft, as is the case in the United States under Federal Aviation Administration regulations; and whether they have considered amending the Air Navigation Order 2016 to include such a prohibition.

The Air Navigation Order has provisions that make it an offence to board an aircraft, or be in an aircraft, while drunk, as well as behaving in a disruptive way. Additionally, the aviation industry has clear rules and procedures in place which make it clear that only alcohol bought onboard will be allowed to be consumed. There are no current plans for the Government to review legislation further in this area. Aviation safety is, however, always kept under review.

To ask Her Majesty’s Government whether they plan to repeal the European Parliamentary Elections Act 2002 which provides for elections to the European Parliament.

On 23 June, the EU referendum took place and the people of the United Kingdom voted to leave the European Union. That is exactly what this Government will deliver. We will review in due course the appropriate legislative changes needed to enable Britain’s exit from the European Union. Our Great Repeal Bill will end the primacy of EU law in the UK, and transpose the acquis into domestic law, helping us in this process.

Lord Hylton – 2016 Parliamentary Question to the Foreign and Commonwealth Office

The below Parliamentary question was asked by Lord Hylton on 2016-10-10.

To ask Her Majesty’s Government what information they have, and what representations they have made to the government of China, concerning the well-being and whereabouts of Bishop Shao Zhumin, newly appointed to Wenzhou diocese in China; and what steps they are taking to support negotiations for reconciliation between the recognised and the underground Catholic churches in China.

We are concerned by reports about the well being and whereabouts of Bishop Shao Zhumin and will raise his case at the next round of the UK-China human rights dialogue, scheduled to take place this month.

We are robust in promoting religious freedoms with the Chinese authorities. While we have not yet raised the case of Bishop Shao Zhumin, I raised the destruction of churches and religious symbols with the Director of the National People’s Congress Foreign Affairs Committee on 7 July 2016. The Parliamentary Undersecretary of State for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Reading West (Mr Sharma) raised the case of Ding Cuimei, who reportedly died while protesting the demolition of her church in Zhejiang province, with the Chinese Ambassador, in writing, on 1 August 2016.

We are aware of ongoing negotiations between the Holy See and the Chinese authorities, however these are a matter for the parties involved.

Lord Hylton – 2016 Parliamentary Question to the Home Office

To ask Her Majesty’s Government what was the outcome of the recent meeting between the Children’s Commissioners for England and France concerning unaccompanied refugee children in Calais and elsewhere, in particular on identifying and processing such children.

Anne Longfield, the Children’s Commissioner, has met her French counterpart, Mme Avenard, Défenseure des enfants, adjointe du Défenseur des droits on a number of occasions to collaborate on work to encourage the French authorities to afford better protection to lone child asylum-seekers in France and particularly those who might have rights to transfer to the UK either under the Dublin III agreement or Lord Dubs’ Amendment 115 to the Immigration Bill.

The Children’s Commissioners have discussed expediting the registering, processing, safeguarding and provision of support to lone child asylum seekers in France and particularly those in the camp in Calais. Discussions have resulted in Mme Avenard raising concerns with the French Government and also with Anne Longfield raising issues with the Governments in France and the UK.

The Commissioners previously met in England on 28 September. Mme Avenard was interested in seeing the way in which unaccompanied asylum seeking children are registered and assessed in the UK and she accompanied Anne Longfield to the Kent Intake Unit, the dedicated children’s unit in Dover in which many children are assessed and processed. They also discussed the process under which children are transferred from Kent Intake Unit into local authority care.
