    To ask the Secretary of State for Business, Energy and Industrial Strategy, pursuant to the Answer of 12 September 2016 to Question 45332, what assessment he has made of the use of biomass for electricity production and its contribution to supporting the decarbonisation of the UK economy.

    In 2015, bioenergy generated 29.3 TWh of electricity from 5.2 GW of capacity, up from 22.6TWh and 4.5GW in 2014[1].

    The contribution of sustainable biomass to decarbonisation formed part of the Impact Assessment for the Fifth Carbon Budget level, which determined that to the extent that feedstock is available, biomass could play a role not only in electricity generation but in industry, heating and transport.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, whether his Department is taking steps to identify businesses that engage in labour exploitation.

    The Immigration Act 2016 creates a new Director of Labour Market Enforcement. They will be responsible for overseeing and setting priorities for the Employment Agency Standards Inspectorate, National Minimum Wage enforcement and the Gangmasters and Labour Abuse Authority. This will strengthen efforts to identify businesses that engage in labour exploitation.

    To enable more effective enforcement, we are creating:

    • A new intelligence hub so that enforcement is targeted at areas of risk; and
    • A new regime of Labour Market Enforcement undertakings and orders, backed up by a criminal offence and custodial sentence, to allow us to tackle repeat labour market offenders and rogue businesses.

    We have already reformed the Gangmasters Licensing Authority into the Gangmasters and Labour Abuse Authority with the ability to tackle labour exploitation.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, with reference to the Correction of 8 September 2016 to the Answer of 1 June 2016 to Question 38139, how much of the £10.3 million of minimum wage arrears recovered in 2015-16 was recovered from the 814 employers who were issued with both a Notice of Underpayment and a financial penalty; and how many workers were identified as having been underpaid by those 814 employers.

    Further to the response to PQ 38139, HM Revenue & Custom’s updated enforcement data for 2015/16 shows that 815 employers were issued a Notice of Underpayment and paid a financial penalty for failing to pay the National Minimum Wage. These employers collectively owed £8,157,919 in arrears to 43,995 workers.

    Investment decisions are driven by a range of factors. Government has regular discussions with energy intensive industries (EIIs) about carbon emissions policy and other aspects of climate change and energy policy.

    The Government is taking actions to help eligible EIIs offset the cost of energy and climate change policies and provide greater certainty around electricity prices. We are also working collaboratively with EII sectors to develop action plans which will support industry’s transition to a low-carbon future.
