    To ask the Secretary of State for Defence, what his Department’s policy is on the waiver of the five-year British citizenship requirement for Commonwealth recruits to military support roles.

    On 12 May 2016, the then Minister for the Armed Forces (Penny Mordaunt) made a written ministerial statement (HCWS 726) which announced that the five year UK residency requirement was being waived to allow for 200 Commonwealth citizens per annum to be recruited to fill a limited number of roles in the Regular Armed Forces which require specialist skills. The limit and the list of roles that can be filled under these arrangements were agreed in consultation with the Home Office. Those Commonwealth citizens who do not have the required skills to fill one of the 200 specialist roles are still required to meet the five year UK residency requirement.

    Since the written statement, some 9,500 applications for specialist roles have been received from Commonwealth citizens. Many applicants will be rejected for not meeting the relevant eligibility criteria, or will fail the various stages of the selection process. The numbers who are enlisted and then successfully complete the training to fill one of these roles will therefore not exceed the 200 per annum limit.

    The Ministry of Defence (MOD) is committed to paying all of its suppliers promptly, and we place a contractual obligation on our prime contractors to pay their subcontractors within a 30 day period.

    This shows that during the first quarter of 2016-17, the MOD paid 96.5% of its invoices within five days and 99.9% within 30 days.

    To ask the Secretary of State for Education, what assessment she has made of the effect on gender equality of school uniforms.

    The department has published advisory guidance on school uniform policy. The guidance makes clear that it is for the governing body of a school to decide whether there should be a school uniform policy and if so what that should be. It also makes clear that, when deciding on uniform policy, a school will have to consider its obligations not to discriminate unlawfully, including on the basis of gender.

    To ask the Secretary of State for Education, what steps her Department is taking to ensure that nurseries have sufficient funding to afford access to early years teachers.

    The Government is investing over £1 billion more per year by 2019-20 to fund our commitments on the early years entitlements – this includes £300 million per year from 2017-18 for a significant increase to the hourly rate paid for the two, three and four year old entitlements. We are currently consulting on proposals for an early years national funding formula to ensure this funding is fairly allocated, and I would encourage the Honourable Member and his constituents to submit their views.

    The Early Years Foundation Stage sets staffing and qualification requirements for early years providers and allows settings to operate without an Early Years Teacher. However, the Government wants to see more trained graduates in the workforce, and we are supporting this by providing funding for course fees and bursaries to eligible trainees, and also funding for employers to support trainees.

    To ask the Secretary of State for Education, what representations she has received from the Coast to Capital LEP and West Sussex County Council on the Central Sussex College in (a) Haywards Heath and (b) Crawley.

    The Post 16 education and training area review of Sussex, which involved both the Coast to Capital LEP and West Sussex County Council, as well as all the colleges in Sussex, was undertaken earlier this year and a report of the review is expected to be published shortly. As part of the review, Coast to Capital LEP indicated the need to maintain further education in Crawley and arrangements are being taken forward to ensure that this need is met.

    We are also working with West Sussex County Council to establish the future use of the Haywards Heath campus, following the Central Sussex College’s announcement to withdraw from this campus in April 2016.

    As of 13 September this year there were five staff working on local air quality management in Defra. The Environment Agency also has a team of two people in its Local Authority Unit who provide technical advice to local authority environmental regulators and an environmental permitting Helpdesk service for local authorities.
