    To ask Her Majesty’s Government, further to the Written Answer by Baroness Anelay of St Johns on 19 July (HL1204), whether they will now list the competent courts that can recognise genocide.

    We continue to believe that recognition of genocide should be a matter for competent courts, decided by judges after consideration of all the evidence available in the context of a credible judicial process. A recent example was in March 2016, when the Trial Chamber of the International Criminal Tribunal for the former Yugoslavia (ICTY) convicted Radovan Karadžić of one count of genocide (along with other crimes) and sentenced him to forty years imprisonment. The UK is fully committed to the principle that there must be no impunity for the most serious international crimes.

    Following the failed coup on 15 July the Minister of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Rutland and Melton (Sir Alan Duncan), travelled to Ankara on 20 and 21 July to express the Government’s support for Turkey’s democratically elected government. He also emphasised to senior politicians the need for Turkey to adhere to international human rights obligations in the aftermath of the coup and during the imposition of a state of emergency, including press freedom and the rule of law. The Government continues to follow events there closely.

    To ask Her Majesty’s Government what is their assessment of the effect on UK–Turkish financial services transactions of the reported collection by the Turkish government of client research carried out by Turkish brokerage houses following the attempted coup of 15 July.

    The Government is aware of news reporting of Turkish brokerage houses’ research being sought by the Turkish authorities, but the impact on UK-Turkish financial services transactions is as yet unclear. It is not unusual for governments to refer to research undertaken by independent researchers and analysts. We have and continue to emphasise that the Turkish Government’s response to the coup attempt must be demonstrably lawful and proportionate. We will continue to engage with the Turkish Government on its response to the coup attempt and monitor the situation closely.

    To ask Her Majesty’s Government what is their assessment of the implications for inward investment in Turkey by UK companies and financial institutions of the attempted coup of 15 July.

    The attempted coup of 15 July came as a surprise to everyone including UK investors in Turkey. The democratically elected government remains in power. Its policies, relating to international investors, remain the same or have been improved, with the aim of encouraging more foreign direct investment. UK investors were quick to confirm their intention to maintain or enhance their investments. We have consulted widely with the UK investor community, their message is clear; they are in Turkey for the long term and do not believe the events of 15 July have altered the economic fundamentals or the business case for continuing to invest in the market.

    There is no legal prohibition on consuming alcohol on the premises of Richmond House, Wellington House and 22–26 Whitehall. However, the residing departments do not have alcohol licences and cannot, therefore, sell alcohol on the premises.

    To ask Her Majesty’s Government what plans they have to ensure that their pledge to accept 20,000 Syrian refugees by 2020 is honoured.

    We intend to resettle up to 20,000 Syrians in need of protection during this Parliament. We will continue to work closely with the United Nations High Commissioner for Refugees (UNHCR) to identify appropriate cases, prioritising the most vulnerable. The numbers resettled in a particular period will depend on a range of factors including the flow of referrals from UNHCR in the field and the availability of suitable accommodation and care packages in the UK. We continue to work closely with local authorities to manage the arrival of the Syrian refugees in to the resettlement places they have pledged. We will manage the flows based on need and in support of the wellbeing of the people and communities involved, rather than rushing to meet arbitrary targets. However, we are clear that we want to help as many people as we can as quickly as possible.
