    To ask the Secretary of State for Exiting the European Union, how many staff his Department (a) employs and (b) plans to employ in the next 12 months; and how many such staff will be located in (i) London, (ii) Brussels and (iii) elsewhere.

    The new Department for Exiting the European Union will be made up of staff and officials from various departments across Government. The Department has already started drawing together expertise from a wide range of departments where there is specific relevant knowledge.

    The overall size and scope of the Department, including staffing and budget, are now under consideration. The Department now has over 200 staff in London, plus the expertise of over 120 officials in Brussels, and is still growing rapidly with first class support from other government departments.

    The new Department for Exiting the European Union is properly resourced. Detailed work is underway to establish the final budget required to fulfil the Department’s set-up and responsibilities. The budget of the Department will be set out to the House and approved as part of the supplementary estimates in the new year, as is standard practice.

    My Department is working closely with the Home Office and other Government Departments to identify and develop options to shape our future immigration system, including considering how best to control the number of people coming to the UK from the following Brexit. We are already fully engaged with the Governments of Scotland, Wales and Northern Ireland to ensure a UK-wide approach to our negotiations. My ministerial collegues and I have also discussed the next steps with a range of organisations, including the General Secretary of the Trades Union Congress and key business groups.

    The Prime Minister has made it clear that we will not be triggering Article 50 before the end of 2016. She has said that we won’t be triggering Article 50 until we have a UK approach and clear objectives for negotiations. It is in everyone’s interest that we establish this before we trigger Article 50.

    To ask the Secretary of State for Exiting the European Union, if he will make it his policy to ensure the UK maintains the requirements of Council Directive 1999/74/EC on battery hens.

    I refer the Hon. Member to the answer given to her by my Hon. Friend the Minister of State for Agriculture, Fisheries and Food (written question 43718).

    The EU-wide ban on keeping hens in ‘battery’ (conventional) cages in 2012 represented a significant welfare advance across the EU, was supported by the UK and has been implemented in full. The Government has a manifesto commitment to protect farm animal welfare and to push for high animal welfare standards to be incorporated into farming policy.

    Across the UK, agriculture will receive the same level of funding that it would have received under the Common Agricultural Policy until at least the end of the Multi-Annual Financial Framework in 2020, even if the UK leaves the EU before this point.

    The UK Government will be working closely with the devolved administrations as we work on future agriculture policy.
