To ask the Secretary of State for Health, what steps he is taking to ensure the efficient and timely transfer of prisoners to hospitals under the provisions of the Mental Health Act 1983; and how many prisoners have waited for more than 14 days for such a transfer in each quarter since April 2015.

Department of Health guidance was published in 2011 on best practice to achieve urgent transfers within 14 days. NHS England continues to work with prison healthcare and secure mental health providers to improve processes so that this can be achieved.

Data for this indicator has improved since data collection began in April 2015. NHS England have since improved the data collection and quality under the Health and Justice Indicators of Performance and the information above now represents data from all prisons.
NHS England intends to publish data collected through Health and Justice Indicators of Performance since April 2016 in future, but a firm date for publication is not yet available.

We have a big issue with prisons that are out of date and not fit for purpose, which makes it more difficult for our excellent governors and officers to manage them well. We have a £1.3 billion building programme. I want new modern prisons to be built in which prisoners will get the education and work they need to succeed in outside life and to close down some of our most dilapidated and out of date prisons. HM Prison Berwyn, a modern 2,106 place prison in Wrexham will open in 2017.

To ask the Secretary of State for Transport, whether his Department has made an assessment of the potential merits of increasing the penalties for mobile phone use while driving.

Evidence shows that hand-held mobile phone use whilst driving decreased after the legislation was introduced in 2003, and after the first increase in the penalty in 2007. I know that dangerous mobile phone use remains a key concern amongst motorists. The previous Government increased the level of fine in 2013 and this Government has consulted on increasing penalties. The consultation closed on 15 March and we plan to issue our response soon.

To ask the Secretary of State for Transport, what steps he is taking to help local authorities utilise data from the transport sector to improve local road networks.

The Department for Transport recognises the importance of using technology and data to manage and improve local road networks.
Whilst local highway authorities have always used technical data, including road condition survey data, to help them make informed decisions on helping to improve local highway networks, the Department continues to encourage highway authorities to utilise data from wide range of sources. The Department recently announced a £2 million fund to allow local highway authorities to capitalise on emerging technologies and deliver better journeys for all road users. To ask the Secretary of State for Transport, how many times in the last two years the Northern Maritime Operations Centre in Fareham has had staffing levels below what is considered safe.

The operational concepts and procedures that underpin Her Majesty’s Coastguard’s national network mean that the Coastguard Centres within it no longer have fixed geographic boundaries. This enables Coastguards at either the National Maritime Operations Centre (NMOC) or any of the 9 Coastguard Operations Centres (CGOC) to coordinate any incident anywhere around the UK coast irrespective of their location. As a result workload is now managed on a national basis rather than Centre by Centre as was previously the case. National capability and Coastguard staff from any Centre are now available to provide additional support to any individual Centre within the network when it is considered necessary by senior operational managers.
Due to this inherent flexibility Her Majesty’s Coastguard sets ‘Optimum Suggested’ staffing for the network as a whole rather than for each centre. Over the last two years since the national network became operational out of a total of 1,427 watches (both day and night) the network has been staffed below ‘Optimal Suggested’ levels on 137 watches.
