To ask the Secretary of State for Education, what discussions she has had with the European Commission on (a) the status of EU students at British universities and (b) the status of British students at universities within the EU; and whether it is her policy that such student will be eligible for international student fees once Britain has left the EU.

Joseph Johnson

No discussions have taken place yet. There are no immediate changes following the EU Referendum, including in the circumstances of British citizens studying, or planning to study, in the EU.

Future arrangements for studying abroad will need to be considered as part of wider discussions about the UK’s relationship with the EU. To ask the Secretary of State for Business, Energy and Industrial Strategy, what discussions he has had with the European Commission on the status of British academics wishing to be included in cross-European research project applications funded by the EU.

I have been in close contact with Commissioner Moedas on the topic of cross Europe research funding. The Commission have been very supportive of the UK perspective that while the UK remains a member of the EU, current EU funding and collaboration arrangements continue unchanged. And as we announced on the 13^th August, the Treasury will underwrite funding for approved Horizon 2020 projects applied for before the UK leaves the European Union.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what his policy is on future collaboration with the European Commission on competition enforcement and cooperation between the Competition and Markets Authority and the EU.

The Competition and Markets Authority works in cooperation with other competition authorities internationally on enforcement cases and other issues of mutual interest. It will continue to seek to work with other competition authorities in the future, where appropriate.

To ask the Secretary of State for Exiting the European Union, what assessment he has undertaken of the level of need to transfer European Court of Justice rulings into legislation to ensure their continued application in Britain after the UK leaves the EU.

The UK remains a member of the EU until our withdrawal is completed. We will exercise our rights and meet our obligations as a member of the EU accordingly. Under Article 50 of the Treaty on European Union, the arrangements relating to the UK’s withdrawal are to be made between the UK and the EU.

To ask Mr Chancellor of the Exchequer, what discussions he has held with the European Commission on whether the Commission will honour the full amounts of financial grants awarded for regional development in the most recent spending round.

The UK will continue to have all of the rights, obligations and benefits that membership brings, including receiving European funding, up until the point we leave the EU. The UK has not commenced negotiations for what happens after we leave the EU. At every step of the upcoming negotiations we will work to ensure the best possible outcome for the British people.

To ask the Secretary of State for International Trade, what preparations have been made for the UK having its own representative at the World Trade Organisation.

The UK has been a member of the World Trade Organisation (WTO) in its own right since the establishment of the WTO in 1995. The UK Ambassador and Permanent Representative to the WTO is currently Julian Braithwaite.

We are considering the detailed arrangements for ensuring that Parliament can provide proper scrutiny of any legislation resulting from our decision to leave the European Union and will be taking this forward with the administrations of both Houses.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of when the UK will lose EU funding previously allocated to the UK for carbon capture and storage programmes.

Two UK carbon capture and storage (CCS) projects have been allocated funding by the European Commission (Don Valley and White Rose); the status of this funding is subject to further discussions with the European Commission. The UK is also participating in a European Research Area Network (ERA-NET) on CCS under the Horizon 2020 programme. On 13 August 2016, the Secretary of State for Business, Energy and Industrial Strategy (BEIS) confirmed that the Government will underwrite certain EU funding, including approved Horizon 2020 research and development and innovation projects, regardless of the UK’s relationship with the EU.

To ask the Secretary of State for Health, if he will make it his policy to ensure that British citizens continue to be able to access healthcare on a reciprocal basis when visiting the EU.
