To ask the Secretary of State for the Home Department, what arrangements were made for the declaration of (a) financial and (b) other interests by technical advisers to the independent review of the Investigatory Powers Bill before their appointment.

The Government has published the Terms of Reference for the Independent Review of Bulk Powers, which set out the composition of the review team. It was for David Anderson, as the independent reviewer to select the team best equipped to carry out the review and to critically appraise the need for bulk capabilities. David Anderson also published a summary for each member of the team setting out their experience and the diverse qualities which they will bring to the review.

To ask the Secretary of State for the Home Department, what steps her Department has taken to raise awareness among public authorities of their statutory duty to notify her where they have reasonable grounds to believe that a person may be a victim of slavery or human trafficking under the Modern Slavery Act 2015.

We published guidance on the Modern Slavery Act on GOV.UK and a circular was sent to all bodies who are subject to the duty. We will publish data on notifications received and carry out further awareness-raising activity later this year.

We are committed to ensuring we have an effective system for identifying and supporting victims. We reviewed and are piloting changes to the National Referral Mechanism. We will consider the introduction of regulations once the proposed changes to the National Referral Mechanism have been tested.

To ask the Secretary of State for Justice, how many applications have been issued in England and Wales for financial provision for the children of unmarried parents under schedule 1 of the Children Act 1989 in each year since 2000.

A parent is entitled to apply for an order under Schedule 1 of the Children Act 1989 regardless of marital status. Information on marital status is not collected in relation to Schedule 1 applications. Applications can also be made by a person who is a special guardian for the child or by a person with whom the child is living under a child arrangements order. The number of all applications issued under Schedule 1 over the period is set out in the table below.

Roger Godsiff – 2016 Parliamentary Question to the Women and Equalities

To ask the Minister for Women and Equalities, what assessment her Department has carried out of the effect of proposed changes to the size of the budget for the Equality and Human Rights Commission on (a) the service it is able to support and (b) access to justice for (i) people who do not qualify for legal aid, (ii) people who cannot afford tribunal fees and (iii) people who do not have a local law centre or whose local Citizens Advice Bureau has closed.

The Equality and Human Rights Commission (EHRC) has and will continue to receive sufficient funds to enable it to fulfil its statutory functions. These functions include duties to promote and encourage equality and diversity and human rights, and powers for implementing inquiries, investigations and enforcement actions for equality and diversity. As now, the EHRC will continue to support people in individual cases where these are of strategic significance, for example in clarifying the relevant law.

Advice for individuals more generally is available from the Equality Advisory and Support Service, which is also funded by the Government.

Tom Watson – 2016 Parliamentary Question to the Home Office

To ask the Secretary of State for the Home Department, if the Prime Minister will meet members of the Orgreave Truth and Justice Campaign to discuss the Independent Police Complaints Commission’s decision not to make public the report into allegations of police misconduct at Orgreave in 1984.

The Independent Police Complaints Commission (IPCC) oversees the police complaints system in England and Wales. It is operationally independent of the police, government and complainants, and makes its decisions independently and free from political influence. It would therefore be inappropriate for me to discuss the IPCC’s decision. The Home Secretary does though plan to meet members of the Orgreave Truth and Justice Campaign immediately after the summer recess to discuss their case on the need for an inquiry into the events at Orgreave in 1984.
