    To ask Her Majesty’s Government whether they plan to update the national maternity commissioning framework, and if so, whether it will include information about multiple pregnancies.

    The Saving Babies Lives care bundle covers all types of pregnancy, including multiple pregnancies. The care bundle will be evaluated so that it can be developed and refined to ensure that it continues to reflect best practice.

    The Maternity Transformation Programme Board will drive forward the implementation of the National Maternity Review, Better Births, published in February this year. It will also include work to reduce the rate of stillbirths, neonatal and maternal deaths in England. The formation of the Board marks a clear step forward towards delivering the vision laid out in the National Maternity Review, ensuring that key organisations work together to improve maternity services. Better Births makes recommendations on the use of data including the development of a set of national indicators to aid data comparison. NHS England and its delivery partners are developing plans to implement this and the report’s other recommendations, and as part of this are considering the case for a national dashboard. A copy of both Better Births and the Saving Babies Lives care bundle are attached.

    The Board held its first meeting on 8 June 2016 and is chaired by Sarah-Jane Marsh, Chief Executive of Birmingham Children’s Hospital and Birmingham Women’s Hospital. The Board members and the organisations they represent are detailed in the following table.

    NHS England and its delivery partners are developing plans to implement the vision set out in Better Births, the report of the National Maternity Review. These plans are likely to include commissioning guidance.

    The UK continues to be an active member of the Council of Europe and party to the European Convention on Human Rights. I also refer the noble Lord to the answer given by the the Under-Secretary of State for Justice, my hon. Friend the Member for Esher and Walton (Mr Raab) in the House of Commons on 14 June 2016 (House of Commons Vol. 611, Column 1615), in which he said that while we cannot rule out forever withdrawal from the Convention, it is not the Government’s policy to withdraw.

    The National Health Service Litigation Authority (NHS LA) has provided the following data.

    In the five financial years 2010/11 to 2014/15, the NHS received a total of 51,369 new clinical negligence claims. Many of these were resolved without the commencement of legal proceedings.

    This figure relates to England only and does not include claims dealt with by insurers or Medical Defence Organisations, which between them handle the vast majority of claims involving private treatment and general practitioners.

    Data on the payment of damages within six months of a trial date is not held.

    To ask Her Majesty’s Government what representations they have made to the government of Rwanda concerning reports that women are being imprisoned for having an abortion after being raped.

    We are aware of concerns that it is difficult for women in Rwanda to secure the required sign-off by a judge and two doctors for an abortion, and that this may be driving victims of rape to seek illegal abortions.

    We have been clear that Rwanda must do more to give citizens the full civil and political rights that they deserve, including through a justice system which takes into account the challenges faced by women and girls and delivers for victims of crime.

    We have also been working jointly with the Government of Rwanda to deliver a robust drive against gender-based violence. I refer my noble Friend to the answer that the noble Baroness Verma gave on 20 June regarding the Department for International Development’s £4.6 million programme to empower women and girls and tackle the drivers of gender-based violence.

    We have not made any further representations to enable the legal team to meet with Government of Israel. The issue of children in detention is a human rights priority for the UK. We are considering alternative options to encourage further progress.

    To ask Her Majesty’s Government what representations they have made to the government of Israel concerning cuts in water supply to areas of the West Bank.

    Officials from our Embassy in Tel Aviv discussed this issue with the Israeli authorities on 27 June. We have stressed the need for Israel to take immediate and practical measures to improve the current situation and ensure fair distribution of water in the West Bank and Gaza.

    During the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood’s) visit to Israel in February, he stressed to the Israeli government and Prime Minister Netanyahu that there was an urgent need for practical, incremental steps to improve the lives of Palestinians in the West Bank and Gaza.
