    To ask Her Majesty’s Government what evidence they have of rocket and mortar attacks on civilians in the Sheikh Maqsoud area of Aleppo by the Fatah Halat coalition of Islamist militants or other groups; and whether they have received any reports that chemical weapons were used in that area in early April or since then.

    We are aware of reports of rocket and mortar attacks in civilian areas in the Sheikh Maqsood area of Aleppo in early April. These attacks were a result of clashes between the Kurdish People’s Protection Units and a range of armed opposition groups. There have also been allegations of chemical weapons use by armed groups in the area. We have been unable to verify these reports. The ongoing violence in Syria continues to put civilians at risk. Only a political settlement, with transition away from Asad, can bring an end to their suffering.

    To ask Her Majesty’s Government what action they plan to take to ensure that the UK delivers on the goal of eliminating viral hepatitis by 2030, to which it committed at the 69th World Health Assembly on 28 May.

    The UK is supporting efforts to tackle viral hepatitis through a number of different channels. We support hygiene promotion and improving access to clean and safe water, to reduce the risk of transmission of hepatitis A and E. We are the largest donor to Gavi, the Vaccine Alliance, which increases access to immunisation in low income countries – including protection against hepatitis B. We support UNITAID, which is working to improve access to better diagnostics for hepatitis C, and the Clinton Health Access Initiative (CHAI), which is working to reduce prices and increase access to new treatments. In addition DFID supports comprehensive harm reduction programmes and strategies through its support to the Global Fund, which help reduce transmission of both HIV and Hepatitis C.

    DFID’s health focus is to improve the provision of basic health services for the poorest by strengthening health systems, improving health worker capacity and increasing access to essential medicines and equipment. Increasing coverage, access and quality will strengthen health services to address all health problems including viral hepatitis.

    Actual spend levels by NHS England are analysed to provide a breakdown for the previous year. An exercise to establish these figures is due to begin shortly.

    Services for Multiple Sclerosis are commissioned mainly by clinical commissioning groups and spend data is not collected centrally.

    There are currently over sixty thousand ultra low emission vehicles (ULEVs) on the road in the UK. The Government has the goal that by 2040 all new cars and vans will be zero emission vehicles. The uptake trajectory between now and then will depend on a range of factors including technological developments, consumer attitudes, international regulations and Government incentives, but by 2030 we would expect ULEVs to be firmly into the mass market. The Government will be spending more than £600 million by 2020 to support uptake and manufacturing of ULEVs in the UK.

    The UK’s airspace modernisation plan is set out in the Future Airspace Strategy which was agreed in 2011. This long-term strategy is now being implemented by the aviation industry and overseen by the Future Airspace Strategy Deployment Steering Group which is jointly chaired by the Civil Aviation Authority and NATS.

    Since their introduction in 2012, the appointment of a chief constable is a matter for the Police and Crime Commissioner.

    Surrey’s new Police and Crime Commissioner, David Munro, announced on 14 June that Nick Ephgrave is his preferred candidate for the role of Chief Constable of Surrey Police. The appointment is subject to a confirmation hearing by the Surrey Police and Crime Panel on 5 July.

    To ask Her Majesty’s Government what assessment they have made of leakage at landfill sites in Britain, and what plans they have to investigate landfill sites to identify any that are leaking.

    The Environment Agency is responsible for regulating landfill sites that hold an environmental permit, which includes all operational and some closed sites. Operators of landfill sites must comply with their permit conditions and these will normally include a requirement to monitor emissions or leakage. The Environment Agency assesses compliance with permit conditions on an ongoing site-specific basis.

    The monitoring and management of historic landfill sites that are no longer operating under a permit is a matter for local authorities under the Environmental Protection Act 1990. The Government does not hold these records and has therefore not made an assessment of leakage from these sites.
