Kevan Jones – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, what the current value of contracts is between his Department and Boeing and Boeing UK; and what proportion of work under those contracts is carried out in the UK.

The current value of contracts between the Ministry of Defence and Boeing and Boeing Defence UK Ltd is approximately £665.75 million and £2.49 billion respectively. Contracts are also held with the Boeing subsidiaries Aviation Training International Ltd and Jeppesen UK Ltd amounting to £415.91 million and £6.59 million respectively.

The proportion of work by value carried out in the UK is around 53 per cent. This figure is based on direct contracts where the location of work code indicates that work is undertaken in the UK.

To ask the Secretary of State for Defence, whether the P-8 Poseidon will be capable of carrying UK Storm Shadow and other manufactured munitions.

The Department intends to bring the P-8A into service without significant modification to ensure the delivery of operational capability as soon as is practicable. There are no current plans to integrate Stormshadow or other UK manufactured weapons onto the aircraft.

To ask the Secretary of State for Defence, what the cost of the UK P-8 Poseidon programme is; and what proportion of work share under that programme will be delivered through the UK defence industry.

The main investment decision on the UK’s Maritime Patrol Aircraft programme has not yet been taken by Ministers and the initital support costs of the programme have not therefore been determined.

The Department is working with the US Department of Defense and Boeing on the route to contract for the programme. These negotiations will determine what elements of the programme could result in UK industrial participation.

To ask the Secretary of State for Defence, what he plans the UK operational in-service date for the P-8 Poseidon will be.

The main investment decision on the UK’s Maritime Patrol Aircraft programme has not yet been taken by Ministers and the date at which the aircraft will be brought into service has yet to be determined. As the Prime Minister set out during last year’s Strategic Defence and Security Review, however, at least three of the aircraft will be in place by the end of the current Parliament.

To ask the Secretary of State for Defence, what steps his Department is taking to ensure that armed forces recruits aged between 16 and 19 without a GCSE in mathematics or English are prepared for later life outside the armed forces.

The Ministry of Defence (MOD) provides Service personnel with a range of educational, learning and development opportunities with our Learning Centres employing English and mathematics tutors who are employed to teach in numeracy and literacy. Over 95% of recruits are enrolled into an Apprenticeship Programme each year, regardless of their age, which ensures that Service personnel gain a Level 2 in numeracy and literacy. This is the equivalent of a GCSE.

It is an Ofsted goal that we encourage our people to achieve maths and English GCSE. The Ministry of Defence does actively encourage our Personnel to gain GCSE maths and English, and provides many opportunities for them to do this in their career with classes run in learning and development centres using part time Service instructors; or using distance learning programmes for exams sat on operational units and in shore bases.

To ask the Secretary of State for Defence, what progress has been made on the upgrade of a Voyager aircraft for transporting senior Ministers; and if he will make a statement.

Following the Strategic Defence and Security Review 2015, the Ministry of Defence project team are working with Air Tanker Ltd and their supplier, Airbus Defence and Space, on the Voyager enhanced cabin fit and are on target to deliver this in July 2016.

To ask the Secretary of State for Defence, whether his Department considers that the use of cluster munitions is always unlawful under international humanitarian law because of their indiscriminate nature.

Since becoming a signatory to the Oslo Convention on Cluster Munitions it is now unlawful for the UK to use cluster munitions under any circumstances.

For those states not currently a signatory to the Oslo Convention then the use of cluster munitions may be legitimate provided that they are used within the clearly defined limitations of International Humanitarian Law.

Tom Brake – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, how many armed forces personnel handed in a formal notice of resignation in each month between January 2010 and January 2014.

Details of the number of trained Armed Forces personnel who handed in a formal notice of resignation during the period requested are given in the tables below. The information provided is an estimate of the number of applications made by Service personnel to leave before the end of their agreed engagement or commission period. It relates to those who have an application to leave recorded on their personnel record on the Joint Personnel Administration (JPA) system.

Voluntary Outflow is defined as all exits from trained personnel which are voluntarily generated by the individual before the end of their agreed engagement or commission period.

It should be noted that the figures for the Royal Navy/Royal Marines (RN/RM) and Army do not include people who requested to leave but had their application refused.

Kevan Jones – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, which of the UK’s allies has aircraft which are capable of refuelling P-8 Poseidon aircraft to be procured by the UK.

The P-8 Poseidon is currently undertaking air-to-air refuelling trials in the United States to clear the aircraft to receive fuel in flight. The initial clearance will be against the Boeing KC-135 operated by the United States Air Force. In addition, the Royal Australian Air Force is expected to conduct trials using their Airbus KC-30A multirole tanker aircraft in 2017.
