    To ask Her Majesty’s Government how much they have spent on combating HIV stigma in each of the last five years.

    Combatting HIV stigma is integral to much of the work carried out to tackle HIV and part of our National HIV and Sexual Health Promotion programme is to reduce stigma by working with the communities most affected by HIV. Over the last two years, Public Health England provided support for the People Living with HIV Stigma Survey, a collaborative cross sector community led initiative to capture the feelings and experiences of living with HIV in a variety of settings. Spending on stigma is not identified separately within the National HIV and Sexual Health Promotion programme and related work.

    The National Health Service, local authorities, Government, community and faith groups, the media and individuals all have a part to play in eliminating HIV-related stigma.

    Analysis from the Association of Decentralised Energy estimates that just under 10% of UK power stations capture their heat currently. The UK has a number of policies in place to promote the use of heat produced as a by-product from the UK’s electricity generation industry. These include incentives for good quality combined heat and power (CHP), as well as the £320m Heat Networks Investment Project which will encourage capital investment in hundreds of heat networks, which can use not only heat from power stations but also others sources of waste heat such as industrial processes.

    Since its introduction in 2015, 80 Civil Servants in the Cabinet Office have taken the “Induction: An Introduction to Parliament” e-learning course offered by Civil Service Learning.

    Since its introduction in 2012, 260 Civil Servants in the Cabinet Office have taken the “Parliamentary Processes” e-learning course.

    Of these, 20 Cabinet Office Civil Servants have taken both courses.

    In response to proposals put forward by the British Steel Pension Scheme and supported by Tata Steel UK, the Government is consulting on options to enable a potential restructuring of the British Steel Pension Scheme to deliver a scheme that is sustainable and provides clarity and security to scheme members. The consultation closes on 23 June 2016.

    In the last Parliament the Government took action to secure the long term sustainability of public service pensions, by changing the indexation of pensions in payment to the Consumer Prices Index, increasing member contributions by 3.2 percentage points on average, and introducing new career average pensions schemes with higher normal pension ages and a cost control mechanism.

    To ask Her Majesty’s Government whether they have plans to make third party insurance compulsory for all cyclists who are making deliveries for Deliveroo and other commercial bicycle delivery companies.

    We have no plans to make insurance compulsory for cyclists. We encourage all cyclists to take out some form of insurance. In fact, many cyclists do through membership of cycling organisations, such as Cycling UK.

    Bicycle couriers who work for Deliveroo are self-employed and therefore are still personally liable and responsible for choosing whether or not to have insurance and for ensuring that the insurance is appropriate for them.
