Henry Addington
Henry Addington was Prime Minister from March 1801 until May 1804. He was elected to the House of Commons in 1784 as the MP for Devizes, and became Speaker of the House of Commons in 1789. Pitt was Prime Minister in 1801 when George III opposed his position on Catholic emancipation, and the King appointed Addington as Prime Minister due to his Anglican views.
He became Home Secretary from 1812 until 1822, and the Habeas Corpus Act was suspended in 1817, and also limited the right for individuals to hold public meetings.
Henry Addington is also titled the 1st Viscount Sidmouth.
